GENERAL STATEMENT OF DUTIES: To be responsible for the development, implementation and administration of broad policies and programs that affect all areas for the efficient operation of all departments of state government. Responsibilities
Develop, implement and administer broad policies and programs that affect all departments of state government for their efficient operation. Coordinate reorganization of major services to ensure a smooth and efficient transition. Assist in establishing policy and program priorities in relation to short- and long-range goals and objectives. Assist in a program of studies to develop comprehensive approaches towards the effective utilization of economic and human resources. Perform or coordinate evaluations and auditing processes to determine results of programs in areas such as annual savings, increased revenues, improved cost controls, cost avoidances, and other efficiencies and economic results. Monitor programs and services instituted for long-term management and financial impact. Prepare written reports regarding results of various policies and programs. Establish and maintain effective working relations with all departmental officials. Perform related work as required. Knowledge, Skills and Abilities
A thorough knowledge of modern principles and practices of general administration; knowledge of administrative planning, programming, direction and evaluation of organizational structures of state government; ability to identify problems and establish priorities and goals in improving management of state government operations; ability to establish and maintain effective working relationships with state and other officials. Education and Experience
Education: Master of Science Degree in an administrative specialty, or equivalent combination of education and experience. Experience: At least 5 years in a responsible supervisory and administrative capacity with ultimate responsibility for development, implementation, and administration of efficient policy and programming, or any combination substantially equivalent to the above. Preferred Candidate Will Have The Following
Strong knowledge of local property tax practices, software, policies, regulations, general laws, and best practices. Multiple years of experience working as a local tax assessor. RI Association of Assessing Officers Certification. Designation of the International Association of Assessing Officers. Areas of Oversight
Adjusted Equalized Weighted Assessed Valuation. Certification of Revaluation Companies. Various other programs within the Division impacted by local property taxation. Other reporting requirements. Employment Details
