Job Description ProSidian Seeks a Senior Nuclear Operations Specialist (SCA Code: -) in CONUS - Mid Atlantic Washington Metropolitan Area (Northern Virginia | Washington DC | Maryland) to support an engagement for a cabinet-level department of the US Government concerned with the US policy regarding energy and safety in handling nuclear material. The Agency’s Office of Enterprise Assessment (EA) provides leadership and senior managers with an independent assessment of the Agency’s policies and site performance in safeguards and security, cyber security, emergency management, environment, safety, health, and other critical functions as directed by the Secretary. As the Agency Program Management Improvement Officer (PMIO), the EA Office supports priorities for maintaining a safe, secure and effective nuclear deterrent and reducing the threat of nuclear proliferation, overseeing the US energy supply, environmental cleanup from the Cold War nuclear mission, and supporting The Agency’s 17 National Laboratories.
The ProSidian Engagement Team Members work to provide technical and administrative support a “check and balance” function by objectively: 1) observing and reporting on the performance of Federal and contractor organizations’ implementation of security and safety policies and programs, 2) applying enforcement actions to contractor organizations for poor performance in adhering to legally enforceable security and safety requirements, and 3) developing and delivering security and safety training programs that reflect best practices and lessons learned from EA independent assessments to enhance workforce performance. This includes technical expertise to perform the effort for a full scope of oversight program and support activities for the enforcement and training programs in the areas of safeguards and security; cyber security; emergency management; and environment, safety, and health; as well as general and cross-cutting support.
This is an Engagement Team addition to the project. Senior Nuclear Operations Specialist Candidates shall work to support requirements for CLIN 1000: Management And Technical Crosscutting Activities (Time And Materials (T&M)) [For Activities Related To General And Cross-Cutting Support]
Responsibilities
Observing and reporting on performance of Federal and contractor organizations’ implementation of security and safety policies and programs
Applying enforcement actions to contractor organizations for non-compliance with legally enforceable requirements
Developing and delivering security and safety training programs reflecting best practices and lessons learned
Qualifications The Senior Nuclear Operations Specialist shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, must be able to use a computer to communicate via email, and be proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools. Work products shall be thorough, accurate, appropriately documented, and compliant with established criteria. The candidate shall ensure duties are performed competently and professionally to meet milestones and delivery schedules.
Education:
A Bachelor’s degree is required; a Master’s degree can substitute for five years of relevant experience. Degrees must be from an accredited college or university in fields such as engineering, chemistry, physics, or industrial safety.
Experience:
At least 15 years of relevant commercial or government experience in nuclear facility operations, including at least 10 years of experience in conducting appraisals. Working knowledge of integrated safety management programs and core functions is required. Expert knowledge in nuclear facility operations includes implementation of technical safety requirements, administrative controls, operator training, work control, radiation protection, and related areas. Ability to evaluate compliance with nuclear safety regulations and to assess overall program effectiveness is required. Knowledge of the Agency Missions, sites, facilities, operations, and organizational roles is preferred. Ability to develop reports and presentations for management, with strong oral and written communication skills and ability to meet deadlines under pressure.
