Anne Arundel County Government is looking to fill a Full-Time, Permanent
Associate Director (Recreation and Parks Operations Administrator)
position in the Department of Recreation and Parks. This is a responsible supervisory and administrative position in managing and administering operational programs for the Department of Recreation and Parks. NATURE AND VARIETY OF WORK
Work involves responsibility for planning, organizing, and directing the internal support functions of the Department of Recreation and Parks, including budget development and oversight, human resources management, procurement, finance, departmental communications, and special projects administration. Work includes responsibility for the administration of planning, development, and department-wide execution of the tasks needed to execute the departmental responsibilities of the Department of Recreation and Parks. This employee is responsible for policy and procedure development for their assigned area of responsibility. Employees in this class supervise directly or through subordinate supervisors, employees of the Department's operational divisions, including marketing and events, capital projects, and business management. Work is performed with considerable independence under the general direction of the Deputy Director, Recreation and Parks, and is reviewed through conferences and reports. (Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class. Analyzes and oversees the development of operating and capital budget needs, prepares budget requests and justification, and manages operating budget to achieve the greatest economy consistent with efficient service to the public. Plans, organizes, and directs the programs and activities of technical support services to ensure economical and efficient operation; Manages human resources, training, and other related services. Plans, organizes, supervises, and administers the special projects division. Monitors division operating expenditures to ensure compliance with budgetary and program guidelines. Manages financial accounts payable, revenue expenditures, personnel hiring, operating agreements, budget grants, procurements, and vendor selection. Prepares or directs the preparation and necessary records, reports, and correspondence. Supervises directly, or through subordinates, a staff of employees engaged in administrative activities. KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of financial practices, modern methods, and techniques of management, including budgeting and fiscal management. Thorough knowledge of the principles, practices, and methods of municipal system administration. Skill in planning, organizing, and directing programs and activities of a complex Department. Ability to evaluate the progress and efficiency of the Department's programs and operations. Ability to communicate effectively both orally and through written reports. Ability to articulate and communicate departmental business goals and objectives. Ability to prepare, analyze, and implement Departmental policies and procedures Ability to establish and maintain effective working relationships with county and regulatory officials, consultants, contractors, and the public. Education:
Graduation from an accredited four-year college or university with major course work in business administration or a related field. Experience:
Six (6) or more years of experience in the administration, management, and financial operation of a large municipal department, including four (4) or more years of supervisory experience; and a valid non-commercial Class C motor vehicle operator's license. Note:

the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service

An Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. Preference will be given to applicants with the following: Ten (10) years or more of high-level supervisory and strong leadership experience overseeing the daily operations of a large governmental agency Considerable experience in governmental operations oversight, including, but not limited to, personnel, procurement, and budget. Experience with the development and implementation of recreation and park management policies – specifically the development of long-range plans, financial planning, business plans, and workflows. Experience with process/project management to improve efficiency and optimization of Departmental resources.
