Under general direction, assists the Director of Parks & Recreation in carrying out the goals and objectives of the Department of Parks and Recreation including the promotion and implementation of diverse recreational and cultural opportunities for youth, teens, adults, seniors and families, enhancing the quality of life for all residents and visitors to the City, and performs other related duties as assigned. The incumbent of this position authors state and local grant applications; and pursues other sources of revenue; coordinates special meetings, events and programs; arranges meetings with community groups to discuss issues and coordinates meetings for parks and facilities design for renovations and new construction. This position is responsible for preparing division budget and assists in preparation of department budget; monitors and approves expenditures and revenues; and advises staff on budget matters and adjusts budget as necessary. Other responsibilities include: identifying opportunities for improvement of services and implementing changes to standard operating procedures to enhance services; managing administrative office staff assignments and operations; providing guidance to maintenance personnel as to priorities for work to be completed; assisting with investigations and responses to community inquiries and complaints; assisting staff and patrons with supervisory and programming practices related to problem solving, and customer service, programs, facilities, parks and MRT's; and attending administrative meetings when Director is not available. Salary Depending on qualifications the hiring salary for this position can be within the range of $117,837 - $147,297 (min-mid) (GM04) Benefits: Health Insurance, Vision, and Dental Insurance; Basic life insurance and LTD insurance; Defined contribution plan (401a); Deferred compensation plan (457) ; Twelve (12) paid holidays; accrued annual/vacation and sick days; Employee Health Clinic; and Other voluntary benefits. Management Benefits Category II: Four (4) management leave days and additional $50,000 life insurance policy. Qualifications Bachelor's degree with a major in Recreation, Leisure Management or a closely related field (education will be verified using the "Education Requirements" listed below) and Five (5) years of experience in a recreation or leisure environment, or any equivalent combination of training and experience. Three (3) years of supervisory experience is required. Certified Parks and Recreation Professional (CPRP designation) or Certified Parks and Recreation Executive is required or ability to obtain within one (1) year from successful completion of probationary period. A current and valid Florida driver's license is required. For application purposes, a valid driver's license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver's license within thirty (30) days from date of employment. Education Requirements: To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by: a) a public education institution in the State of Florida or any State or Territory of the United States; or b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above. International degrees will be evaluated to determine if they satisfy qualification requirements. Additional Details The selection process for this position may consist of any, all or a combination of the following tests: evaluation of training and experience, written examination, structured oral interview or other assessment method. State of Emergency: When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
