Under the direction of the Executive Director, serves as the primary advisor on fiduciary matters for the Board of Regents and provides leadership in reviews of recommendations on institutional budgets, compliance matters, investments, tuition and fees, and other business and financial functions as assigned. Coordinate development of policy recommendations regarding budgets and financial management; report problems, issues, and recommendations to the Executive Director. Provide senior officials with information necessary to make informed decisions related to financial policies and direction. Interpret, analyze, and prepare financial reports, surveys, or studies, and propose resolutions of financial issues, including reports for oral, written, and graphical presentations. Coordinate the preparation of budget requests and related material for presentation to the Board of Regents, the Governor, and the General Assembly; analyze preliminary and final budgets and formulate recommendations. Prepare code-required reports and responses to inquiries from the legislature, other state agencies, and the media. Oversee budget implementation; analyze and report financial data; formulate and analyze alternatives; and recommend policy. Review state legislative bills affecting the Board of Regents and coordinate with the Executive Director/Chief Operating Officer/State Relations Officers on recommendations for action. Coordinate Board Office functions in planning and administration of business matters, including investment policy and compliance matters. Coordinate bond issuances and master lease financings with the universities, Bond Counsel, and the Municipal Advisor; participate in official statements, rating agency calls, and post-issuance compliance matters. Provide information to institutional and state government officials and represent the Board of Regents before governmental bodies as needed. Participate in studies, committees, and task forces to address specific financial issues. Verify and approve appropriation distributions and other claims in the State of Iowa’s financial system. Review governance reports and develop recommendations for the Executive Director. Serve as a project leader as assigned. Maintain state-of-the-art knowledge in areas of responsibility and perform other duties as assigned by the Executive Director. Supervision

Direction is provided by the Executive Director. Provides administrative supervision for project team members. Qualifications

Master’s degree or equivalent with extensive experience in management, finance, and policy development. Salary and Benefits

Salary is commensurate with experience. Appropriate background checks (e.g., criminal background and credential checks) will be conducted.
