Overview
Iowa Board Of Regents Position Under the direction of the Executive Director, serves as the primary advisor on fiduciary matters for the Board of Regents and provides leadership in reviews of recommendations on institutional budgets, compliance matters, investments, tuition and fees, and other business and financial functions, as assigned. Responsibilities
Coordinates development of policy recommendations regarding budgets and financial management, and reports problems, issues, and recommendations to the Executive Director. Provides senior officials with information necessary to make informed decisions related to financial policies and direction. Interprets, analyzes, and prepares appropriate financial reports, surveys, or studies, and proposes resolutions of financial issues, including preparation of reports for oral, written, and graphical presentations. Coordinates the preparation of budget requests and related material for presentation to the Board of Regents, the Governor, and the General Assembly; analyzes preliminary and final budgets and formulates recommendations. Prepares code required reports and responses to inquiries from the legislature, other state agencies, and the media. Provides oversight of budget implementation; analyzes and reports financial data; formulates and analyzes alternatives; and recommends policy. Reviews state legislative bills affecting the Board of Regents and coordinates with the Executive Director / Chief Operating Officer / State Relations Officers on recommendations for appropriate action. Coordinates Board Office functions in the planning and administration of business matters, including investment policy and compliance matters. Coordinates bond issuances and master lease financings with the universities, Bond Counsel, and the Municipal Advisor. This includes official statement and financial structure preparation, participation in rating agency calls, review of refunding opportunities, and post-issuance compliance matters. Provides information to institutional and state government officials and represents the Board of Regents before governmental bodies as needed. Participates in studies, committees, and task forces to address specific financial issues. Verifies and approves appropriation distributions and other claims in the State of Iowa's financial system. Reviews governance reports and develops recommendations for the Executive Director. Serves as a project leader as assigned. Maintains state-of-the-art knowledge in areas of responsibility and performs other duties as assigned by the Executive Director. Direction is provided by the Executive Director. Provides administrative supervision for project team members. Qualifications
Master's degree or equivalent with extensive experience in management, finance, and policy development. Salary : commensurate with experience. Appropriate background checks (e.g. criminal background and credential checks) will be conducted. Application and EEO Information
