The Highway & Roads (H&R) Market Sector Director is part of HDR’s matrix management structure and leads the H&R market sector, the largest sector in the company, with approximately $1B in annual revenue globally. HDR’s H&R services include bridge and highway design, traffic engineering, transportation planning and tolling services, with clients in highways, toll roads, local roads, and related infrastructure. HDR seeks to expand client relationships and services internationally while maintaining high standards of quality and client satisfaction. The Market Sector Director is responsible for setting the sector vision, coordinating with regional leadership, and implementing growth initiatives aligned with HDR’s strategic plans. The role reports to the Transportation Business Group (TBG) Market Strategy Director and collaborates with area leadership, client managers, practice group leaders, and other market sectors. Primary Responsibilities
Market leadership and business development (approximately 70%) Staff development (approximately 20%) Support to Operations (approximately 10%) The Director will engage with area clients to drive growth, build capabilities, develop staff, and promote HDR’s services across the market sector. Responsibilities include developing and implementing growth strategies, coordinating with regional leadership, and overseeing client management and project pursuit activities. Key activities include engaging with clients and industry associations, leading market sector initiatives, and coordinating with cross-sector teams to win contracts and deliver high-quality projects. Oversee the creation and implementation of strategic vision and direction for the market sector, aligning technical and professional services with business group and operations leadership. Serve as Client Manager for selected key clients within the market sector. Engage in selected projects as Principal-In-Charge. Promote HDR services to clients within the market sector with client managers. Participate as a member of the Transportation Business Group Management Team. Collaborate with Regional Business Group Directors on area goals and market sector initiatives. Drive client development and pursuit processes using proven capture techniques. Support area and strategic pursuits through client relationship development and pursuit activities. Participate in industry associations and represent HDR in professional and community organizations. Identify key investments (acquisitions and technology) to maintain HDR’s leadership position. Lead HDR’s presence with industry organizations across regions (US, Canada, EMEA, APAC). Staff Development: Lead an organization to support client service, growth, and staff development; assist in recruitment and talent planning. Assume responsibility for Global Market Sector P&L in coordination with local area managers. Drive technical excellence with business class directors and coordinate staffing for project delivery and marketing. Plan and approve key hires; participate in annual performance reviews for market sector leaders. Operations Support: Assist leadership in project delivery, client management, and QA/QC; monitor market sector performance indicators and optimize resource use. Monitor NFE/NFB, profitability, unbilled revenue, AR, investments, and workload; promote work sharing. Assist with contract reviews to manage risk and staffing; promote QA/QC and dissemination of lessons learned. Qualifications
Preferred Qualifications
Minimum 20 years of experience in planning/engineering in highway or bridge design Professional engineering license or equivalent Past leadership roles in highway/road industry associations (e.g., AASHTO, IBTTA, etc.) Required Qualifications
Bachelor’s degree in Engineering or related field At least 12 years of industry experience including leadership Strong written and verbal communication skills Proven client management and business development abilities with a track record of growing/leading a practice Strong budgeting, staffing, and operations skills Strategic marketplace positioning capabilities Commitment to HDR’s employee-owned culture What We Believe & Our Commitment
