Overview

Under direct supervision of the Human Resources Director, this position develops and coordinates generalist human resource and risk management activities and projects. Duties include employee classification and compensation, performance management, training, risk management, and related employee projects or services. The duties listed are representative and not all-encompassing for any particular position.

Responsibilities

  • Assist in the development of human resource programs, including classification and compensation, wellness, workforce planning, safety, employee recognition, and training.
  • Ensure compliance with current federal and state employment regulations, negotiated wage provisions, overtime, work hours, and workers' compensation; identify legal requirements and government reporting regulations affecting human resources functions and ensure policies, procedures, and reporting are in compliance.
  • Coordinate, develop, and present human resources and risk management training, including management training in interviewing, hiring, terminations, risk management, performance review, and leadership.
  • Serve as back-up to the Payroll and Benefits Specialist for processing payroll and related benefits items.
  • Facilitate employee wellness activities by coordinating and promoting healthy living, and coordinate the wellness team and related programming.
  • Track and enter workers’ compensation and general liability claims.
  • Coordinate, develop, and present onboarding programs for employees.
  • Analyze industry wage and benefits data to determine a competitive compensation plan.
  • Evaluate on-the-job relations and suggest remediation techniques to avoid or mediate conflict.
  • Analyze and report on information such as turnover, retention, compensation compression, retirement exposure, and recruitment sourcing.
  • Conduct exit or stay interviews with employees leaving employment and provide recommendations to leadership as necessary.
  • Research, prioritize, and follow up on sensitive issues addressed to the Human Resources Director and recommend appropriate action, referral, or response.
  • Perform complex tasks requiring discretion, initiative, independent judgement, and working knowledge of the overall city organization and programs.

Knowledge, Abilities, and Skills

  • Ability to work in a highly confidential environment and exercise utmost discretion.
  • Ability to handle complaints in a courteous and efficient manner, provide excellent customer service, and handle difficult situations with tact and diplomacy.
  • Ability to work independently; to perform analyses based on well-established procedures and municipal regulations.
  • Thorough knowledge of municipal human resources organizational structure and operations, problem solving, conflict management, and quality customer relations techniques.
  • Assist the Human Resources Director with special projects related to departmental or employee activities.
  • Serve as backup for the preparation of required reporting.
  • Ability to think critically, perform research and analysis, and strategically implement a broad range of activities.
  • Be flexible, proactive, and progressive while communicating issues and general concerns.
  • Ability to develop and maintain effective working relationships.
  • Ability to communicate clearly, orally and in writing.

Training and Experience

Bachelor’s degree from an accredited university with coursework in human resources, business or public administration, or other related field. Three to five years of human resources experience; prior experience in public sector or non-profit environment. Demonstrated experience with public human resources experience, or other experience which provides the knowledge, skills, and abilities. Experience with NeoGov, PSHRA-CP or SHRM-CP certifications preferred. Valid Florida Driver’s License.

Physical Requirements

  • Ability to communicate both orally and in writing.
  • Infrequent lifting and moving up to 35 lbs.
  • Use of fingers, use of hands.
  • Sitting, standing, walking, bending.
  • Ability to access, input and retrieve information and data from a computer.

Environmental Conditions

Primarily works in an office environment.
