General Human Resources Position

Under direct supervision of the Human Resources Director, the purpose of this position is to develop and coordinate generalist human resource and risk management activities and projects. These duties include, but are not limited to, employee classification and compensation, performance management, training, risk management, and other related employee projects or services.

The duties recorded below are representative of the duties of the class and are not intended to cover all the duties performed by incumbent(s) of any particular position. Assist in the development of human resource programs, including classification and compensation, wellness, workforce planning, safety, employee recognition, and training. Assure compliance with current applicable federal and state employment regulations, in addition to negotiated specifics regarding wages, overtime, work hours, workers' compensation. Identify legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance. Coordinate, develop, and present human resources and risk management related training(s) including management training in interviewing, hiring, terminations, risk management, performance review, and leadership. Serves as back-up to Payroll and Benefits Specialist for purposes of processing payroll and other related benefits items. Facilitates the employee wellness activities by coordinating and promoting healthy living for employees. Coordinate the wellness team and other related wellness programming. Tracks and enters workers' compensation and general liability claims. Coordinate, develop, and present onboarding programs for employees. Analyze industry wage and benefits data to determine competitive compensation plan. Evaluate on-the-job relations and suggests remediation techniques to avoid or mediate conflict. Analyze and report on a variety of information, such as turnover, retention, compensation compression, retirement exposure, and recruitment sourcing. Conduct exit or stay interviews with employees leaving employment, making recommendations to leadership as necessary. Researches, prioritizes, and follows-up on sensitive issues and concerns addressed to the Human Resources Director and recommends appropriate course of action, referral, or response. Performs complex tasks requiring discretion, initiative, independent judgement, and working knowledge of overall city organization and programs. Performs other duties as assigned. Ability to work in a highly confidential environment and exercise utmost discretion. Ability to handle complaints in a courteous and efficient manner, provide excellent customer service and handle difficult situations with tact and diplomacy. Ability to work independently; to make analyses based on well established procedures and municipal regulations. Thorough knowledge of municipal human resources organizational structure and operations, problem solving, conflict management, and quality customer relations techniques. Assist the Human Resources Director with special projects relating to departmental or employee activities. Serve as backup for the preparation of required reporting. Ability to think critically, perform research and analysis, and strategically implement a broad range of activities. Being flexible, proactive, and progressive while communicating issues and general concerns. Ability to develop and maintain effective working relationships. Ability to communicate clearly, orally and in writing. Bachelor's degree from an accredited university with course work in human resources, business or public administration, or other related field. Three to five years of human resources experience; prior experience in public sector or non-profit environment. Demonstrated experience with public human resources experience, or other experience which provides the knowledge, skills, and abilities. Experience with NeoGov, PSHRA-CP or SHRM-CP certifications preferred. Valid Florida Driver's License.

Acceptable eyesight (with or without correction). Acceptable hearing (with or without hearing aid). Ability to communicate both orally and in writing. Infrequent lifting and moving up to 35 lbs. Use of fingers, use of hands. Sitting, standing, walking, bending. Ability to access, input and retrieve information and data from a computer. Primarily works in an office environment.
