Responsibilities
- Plan, direct and review employment services as assigned, including overseeing recruitment activities to attract qualified applicants and support succession and workforce planning.
- Oversee examination activities: develop, prepare and administer tests; verify and validate results; monitor selection methods and candidate interview processes.
- Oversee application review, evaluation, and eligible candidates list preparation; manage position requisition and applicant referral processes while ensuring compliance with rules and regulations.
- Review examination protests, analyze test data, and propose changes to tests as needed.
- Oversee classification and compensation services: job analysis, audits, job documentation, evaluation plans, pay studies, and related recommendations; ensure regulatory compliance.
- Oversee compensation analysis activities including market pricing, pay adjustments, offers, contracts, and budgeting considerations.
- Design or modify job and survey questionnaires; advise departments on organization design, pay equity, and performance rewards.
- Plan, direct and review organization development services: employee retention, training effectiveness, manager coaching, grievance handling, and compliance guidance with civil service rules.
- Oversee payroll processing and personnel records management, including data entry quality control, subpoenas, and unemployment/workers’ compensation processes; manage leave (FMLA, LOA) and ADA accommodations; maintain employee files.
- Provide technical guidance and stay current on rules, regulations, and policies; coordinate HR services across departments and implement approved changes.
- Manage employee benefits, risk management, workers’ compensation and safety services; monitor contracts with TPAs; oversee benefit communications and regulatory compliance.
- Oversee division general and fiscal administration, including budget preparation, IT system improvements, and reporting requirements.
- Supervise assigned personnel: performance evaluations, training, discipline, hiring decisions, and staff development.
Qualifications
Education and Experience: A Bachelor’s degree or higher in social or behavioral science, business or public administration or related field, and four (4) years professional human resource administration experience, including three (3) years in a lead or supervisory capacity.
Licenses and Certificates: Texas Class “C” Driver’s License or equivalent from another state.
MOS Code: 42 B, 42 H (Army), 120 RL, 3320 (Navy)
