Responsibilities

  • Under direction, manage a division of the City’s Human Resources Department with accountability for ensuring citywide coordination of professional and administrative functions associated with delegated policies and programs through subordinate lead or supervisory staff.
  • Plan, direct and review employment services: oversee recruitment activities to attract pools of qualified applicants; oversee examination activities including development, preparation and administration of tests; oversee application review and evaluation; monitor selection methods including candidate interview processes; oversee position requisition and applicant referral processes; review examination protests and propose changes to tests as needed.
  • Plan, direct and review classification and compensation services: oversee job class establishment, revision and abolishment; oversee compensation analysis, market pricing surveys, pay adjustments, hiring offers and contracts; design or modify job and survey questionnaires; advise on organization design and related issues.
  • Plan, direct and review organization development services: develop and coordinate initiatives to improve retention and training effectiveness; train managers to coach and discipline; handle grievances; advise on civil service rules and HR policies; oversee investigations, discipline, tuition reimbursement and drug/alcohol testing processes; oversee development of training programs and tracking of HR metrics.
  • Plan, direct and review payroll processing and personnel records management: coordinate data entry and quality control; provide expert technical guidance on payroll/records; represent City in workers’ compensation and unemployment hearings; oversee leave management (FMLA, LOA, ADAAA) and ensure secure employee files; coordinate with IT on system changes and reporting.
  • Provide technical guidance on department issues; stay current with laws and regulations; propose innovations to improve efficiency; coordinate HR services across departments; prepare analytical reports and participate in applicable meetings.
  • Plan, direct and review employee benefits, risk management, workers’ compensation and safety services: develop benefit policies; monitor contract compliance with TPAs; manage risk-related costs; coordinate inspections and claims; support bargaining unit discussions; prepare benefit documentation and ensure regulatory compliance.
  • Perform division general and fiscal administration: contribute to budget preparation and control expenditures; develop and administer information systems for HR functions; oversee activity reporting.
  • Supervise assigned personnel: set expectations, provide training, evaluate performance, enforce rules, interview applicants and oversee hiring/discipline decisions.

Qualifications

Education and Experience: A Bachelor’s degree or higher in social or behavioral science, business or public administration or related field, and four (4) years professional human resource administration experience, including three (3) years in a lead or supervisory capacity.

Licenses and Certificates: Texas Class “C” Driver’s License or equivalent from another state.

MOS Code: 42 B, 42 H (Army), 120 RL, 3320 (Navy)
