About the Position
This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at USCYBERCOM, Fort Meade, MD.
Duties
- Leads and facilitates discussions throughout the cyber community to achieve a common understanding of shared objectives.
- Provides authoritative recommendations regarding how the command can exploit emerging computing concepts and technologies to provide new cyber defense tools for continual monitoring and analysis of system activity to identify malicious activity.
- Contributes expert recommendations on emerging computing concepts and technologies that may be leveraged to address aspects of persistent cybersecurity challenges and anticipated operational objectives that cannot be addressed using existing means.
- Analyzes and reports on system security posture trends and other large-scale assessments of cyber defense performance metrics.
- Ensures assessment programs not only reduce identified risk to acceptable levels, but that they also capture and account for secondary and ripple effects as well as effects on targeted network elements.
- Provides expert consulting services to cybersecurity teams throughout the supported CC/S/As to support their implementation of innovative countermeasures, as well as associated analytical techniques or methodologies.
- Establishes and maintains working relationships with professional peers in the DoD and Federal Government, as well as with relevant elements of industry and private sector computer security, law enforcement, and technical research organizations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position is eligible for certification IAW DoD 8570-01-M, 12/19/05.
- The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
- This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
- The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program).
- Must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 25% of the time.
- The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- Incumbent must possess or obtain an IAM3 professional certification as an Information Assurance (IA) professional, consistent with requirements detailed in DODD 8140.01, DOD 8570.1-M, and USCCI 1200-04.
