Overview

The positions are located in the Architect of the Capitol (AOC), Office of the Chief Administrative Officer (OCAO), Information Technology Division (ITD), Application Development and Support Branch (ADSB). This Branch is responsible for planning, design, development, acquisition, documentation, testing, implementation, integration, maintenance and modification of programs and systems to solve problems or accomplish work processes using computers. Responsibilities

Project management: developing plans and schedules, defining milestones and deliverables, and estimating effort. Analyze complex business requirements from stakeholders and translate them into actionable system requirements. Serve as a technical systems analyst with basic programming and SQL capabilities. Apply knowledge of agile development practices to manage projects and operational tasks. Test applications to identify bugs and ensure alignment with business requirements. Qualifications

Specialized experience demonstrates knowledge, skills, and abilities to perform the duties of the position, typically at or related to the position being filled. To be creditable, specialized experience must be equivalent to at least the next lower grade level. For GS-13, at least 52 weeks of specialized experience equivalent to GS-12 in Federal service. For GS-14, at least 52 weeks of specialized experience equivalent to GS-13 in Federal service. Applicants must meet all criteria listed below to be referred for consideration. Project management skills in developing plans and schedules, milestones, deliverables, and effort estimation (GS-13: required). Advanced ability to analyze complex business requirements and translate them into actionable system requirements (GS-14: required). Advanced technical systems analyst experience with programming and SQL (GS-13/14 distinctions noted above). Knowledge of agile development practices for managing projects and operational tasks. Expert knowledge of testing applications to identify bugs and ensure business requirements. Programming or SQL experience is preferred but not required. In addition, applicants must demonstrate IT-related competencies: Attention to Detail; Customer Service; Oral Communication; Problem Solving. A separate set of competencies applies for advanced levels, including Complex Problem Solving when applicable. About the Agency
