POSITION SUMMARY
The incumbent in this position serves as the first point of contact for visitors to the department and is responsible for duties related to processing building permits, scheduling inspections and collecting fees. The incumbent is also responsible for assisting, providing information and directing visitors with inquiries related to engineering, planning, zoning, building and development. Contacts are typically with department co-workers, other county departments, builders, developers, homeowners, and members of the business community. This position reports to Manager III (Licensing and Permits). The Manager assigns work in terms of general instructions requiring independent judgment and may review assignments from time to time. Successful performance contributes to adherence to county codes and enhances performance in other county departments such as the Tax Assessor's Office.
Work is typically performed in an office environment sitting at a desk with intermittent standing, stooping, stretching, bending and lifting.
High school or equivalent is required. Sufficient previous experience with ability to understand the basic principles related to the responsibilities of the position are required. Minimum of one (1) year Customer Service experience in the private or public sector required. Possession of or ability to readily obtain a valid driver's license.
PRINCIPAL ACCOUNTABILITIES
Receives and refers calls for the department.
Process permits for building, plumbing, heating, electrical, signs and other department functions.
Determines validity of permit requests as relates to zoning, approved plats, health department requirements, and qualifications of applicant.
Provides information by telephone and in person to private contractors, developers, and home owners about permit application and approval process.
Computes costs of permits and collects fees.
Schedule inspections.
Answers telephone inquiries regarding permits and disseminates public information.
Prepares, types, and mails invoices to sub-contractors for re-inspection work done in the county; accounts for monies received and makes daily deposits; maintains all records and files related to this task.
Performs other related duties as assigned
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of county regulations and procedures governing business licenses, occupational taxes, and building permits.
Knowledge of county administrative procedures.
Knowledge of modern office procedures.
Knowledge of general accounting procedures.
Skill in word processing and typing accurately.
Skill operating a data terminal.
Skill in operation of office machines such as calculators and copiers.
Skill in oral and written communication.
Ability to provide excellent customer service.
DESIRABLE TRAINING AND EXPERIENCE
High school or equivalent is required. Sufficient previous experience with ability to understand the basic principles related to the responsibilities of the position are required. Minimum of one (1) year Customer Service experience in the private or public sector required. Possession of or ability to readily obtain a valid driver's license.
A combination of education and/or work experience may be substituted for minimum requirements.
