As a member of the Strategic Data Management (SDM) team, the Senior Principal Data Analyst staff member will play a critical and strategic role to lead and guide the OptumHealth Business Operations data strategy and modernization efforts across Home and Community and create a scalable, standard approach. This position will ensure the funded and operational data initiatives align with the growth, needs of our stakeholders and balances compliance and enterprise needs, helps create priorities for benefits/value, along with ensuring alignment across Home and Community. This role will administer all aspects of the Data Lifecycle Management process related to data standards, data documentation/lineage, data models, HealthCare Industry standards, metrics on our data ecosystem, so that our data enables our teams to execute flawlessly for our patients, members, clients and operational units. This leader will also assist in evaluating and managing appropriate Data application(s) and environments to be used within Home and Community in partnership with IT and our data consumers so that our data is easily available, scalable and configurable as an enabler for our teams. Partner closely with the VP of SDM to craft and communicate with Tech/Product Home and Community - the data vision and strategies, securing buy-in at all organizational levels to lead the data management, data components in Home and Community and represent the voice of our business, data consumers Work directly with business units to develop solutions and capabilities, understand data requirements and develop tools and models such as segmentation, decision aids and business case analysis to support Home and Community Assure alignment, investments and prioritization of our data efforts with Tech, Product, Compliance, Privacy, Legal, Security in addition to Enterprise data strategy and efforts. Balancing our immediate business/data consumer needs with those of these other groups to assure effective use of our data that adds value and benefits Work with delivery and functional teams to identify and mitigate technical debt, both short-term and strategically for business data architecture strategies, along with enhancing existing tools and data architecture to ensure a best-in-class acquisition framework Provide expert recommendations, consultations and technical guidance to optimize system performance, reliability, and reusability, mindful of budgetary and business constraints Creating specifications to bring data into a common structure, creating product specifications and models, developing data solutions to support analyses, analytics, reporting, performing analysis, interpreting results, developing actionable insights and presenting recommendations for Home and Community Recommending and participating in analysis, evaluation and development of data environments to ensure these align and are consistent with long-term business objectives and growth Conduct rigorous research and analysis to define current states, identify gaps, and devise solutions for complex challenges Proactively monitors and assures our data solutions are in alignment with HealthCare Industry standards and changes (i.e. HITRUST, 21st Cure ACT, HIPAA, CMS Guidelines, FHIR, etc.) Technical architecture configuration and standards outlined by the Enterprise are being followed as applicable, by our tech partners and our team, assuring appropriate governance Required Qualifications
10+ years of experience producing and/or maintaining business and/or data requirements 7+ years of experience project managing or working on large scale data projects/modernization efforts that are cross-departmental projects and ability to work effectively with cross-functional teams. Participate in solution design sessions with Tech, Delivery and Product teams who require a greater understanding of cloud technologies and analytics/data applications 5+ years of experience for modern development, cloud and integration design patterns and architectures that balance simplicity, standards, scalability, extensibility, supportability 5+ years of working in HealthCare data topics such as ARRA (HITECH), GDPR, HIPAA Privacy/Security/Transactions, HL7, FHIR and/or other CMS Interoperability regulations 5+ years of hands-on experience documenting data components such as data architecture flows/use, data modeling, data processes and/or data lineage 5+ years of experience working with HealthCare data - Administrative (Claims, Eligiblity, etc), Clinical (EMR, Patient Data on Health, conditions, etc) and/or Pharmacy (Claims, Transactions, Eligibility) Experience communicating through multiple mediums to document data findings to a variety of stakeholders Experience working in a team-oriented environment and working independently Experience with or an interest in learning to work with complex HealthCare data sets Proficient communications and influencing skills with a range of internal and external stakeholders at all levels Proven solid written, communication and verbal presentation skills in front of upper leadership groups Demonstrated critical thinking, problem-solving skills, and time management Proven highly analytical, curious and creative Proven solid organization skills, very detail oriented, with careful attention to work processes Proven to take ownership of responsibilities and follows through on hand-offs to other groups Proven to enjoy a fast-paced environment and the opportunity to quickly learn new skills Proven ability to work creatively and flexibly, both independently and as part of a team Preferred Qualifications
Experience in software engineering competencies in technologies such as JSON, Python, Terraform, Databricks, etc. Experience working in HealthCare on the provider/clinical side supporting member journey and experience Experience in defining and delivering enterprise change and transformation programs using technology to benefit business/data operations teams Working knowledge of agile methodologies and techniques Knowledge of Security, Privacy and regulations pertaining to handling and managing PHI, PII or similar concerns Proven to leverage enterprise-approved AI tools to enhance productivity and innovation by streamlining workflows and automating repetitive tasks Proven to evaluate emerging trends to drive continuous improvement and strategic innovation Demonstrate good understanding of the HealthCare market and its challenges and how Home and Community can help achieve business outcomes The salary for this role will range from $132,200 to $226,600 annually based on full-time employment.
