Overview

Human Resources Administrator The purpose of the Human Resources Administrator is to administer benefits and other Human Resources functions in support of the Cooperative's employees, retirees, and directors. Work with the Director of Human Resources to ensure company compliance with state and federal laws. Advise and make recommendations to the Director of Human Resources, General Manager, and Board of Directors concerning HR policies, procedures, and benefits. Job Responsibilities/Essential Functions

Benefits administration : Manage and review the Cooperative's benefits for active and retired employees and directors, including enrollments, changes, and compliance for medical, dental, vision, life, disability insurance, and various retirement plans (Section 125, HRA, HSA, R&S, 401(k), 457b). Reconcile benefit accounts, assist with loans and retirements, coordinate COBRA and leave benefits, maintain benefit files, and process documentation for accurate records and deductions. Payroll : Review payroll. Recruitment and onboarding : Support recruitment and hiring by posting vacancies, screening applicants, coordinating and participating in interviews, recommending candidates, preparing offer letters, conducting background checks and drug screens, meeting DOT requirements, and organizing new hire orientations including benefits enrollment. Assist in ensuring AAP and EEO requirements are met. Employee records : Maintain employee personnel files and information in the HRIS. Employee assistance : Provide Employee Assistance Program (EAP) information and coordinate with the provider. Wellness : Implement and coordinate the Cooperatives Wellness Program activities. Compensation and surveys : Participate in salary and benefits surveys. Assist in the annual analysis of compensation and benefits and provide recommendations for changes as appropriate. Leaves and policies : Administer Family and Medical Leave absences. Assist in administering ADA and HIPAA policies and related procedural requirements. Regulatory compliance : May assist in posting OSHA-300 in accordance with federal requirements related to on-the-job injuries. Assist in preparation of Affirmative Action Plan and related actions. Maintain DOT employee files and reports to FMCSA Clearinghouse in accordance with DOT rules and regulations, and ensure all information is accurate and up to date. Assist in the processing of workers' compensation claims, including initial reporting, and coordination with the worker compensation insurance carrier. Legal and industry awareness : Stay informed of current laws, regulations, and industry best practices through participation in regional HR associations and via membership in SHRM. Safety : May assist with safety efforts. Other duties : May be assigned other duties as needed. In the absence of the Director of Human Resources, is delegated authority to discharge the duties of that position. Job Requirements

Education/Experience : Bachelors degree in Human Resources, Business Administration, or a related field. Work experience in one or more human resources functions, such as compensation, benefits, employment, safety, training, etc. Preferred Qualifications : 3+ years of experience in an HR Administrator, Benefits Administrator, or HR Assistant role. Experience with employee safety programs, administering worker compensation claims, posting OSHA 300 records, maintaining DOT records, conducting training, and/or working with safety committees. Certification as a Professional in Human Resources (PHR) by the HR Certification Institute or SHRM-CP certification from SHRM. Knowledge/Skills : Working knowledge of federal and state employment law. Familiarity with COBRA, ADA, ERISA, HIPAA, FMLA and benefits-related state and federal laws. Proficient in HRIS, Microsoft Excel, and Microsoft Word. Effective communication skills (verbal, non-verbal, written, and presentational). Strong analytical and problem-solving skills. Ability to work effectively with individuals at all levels of the organization. Attention to detail. Ability to handle confidential information with discretion. Ability to work with diverse individuals and maintain a positive attitude. Ability to perform computations, analyze, coordinate, synthesize and prioritize. Working Conditions : Office environment with low to moderate levels of noise exposure and a comfortable temperature-controlled work area. Travel may be required.
