Home Forever Permanent Supportive Housing (PSH) Program is responsible for the daily management, supervision, and oversight of program operations to ensure compliance with HUD guidelines, Continuum of Care (CoC) standards, and agency policies. The Program Manager leads a team of case managers and support staff to deliver housing stabilization and supportive services to individuals and families experiencing homelessness, with a focus on long-term housing retention, self-sufficiency, and improved quality of life.
Position Summary The Program Manager oversees the day-to-day operations of the HUD-funded Permanent Supportive Housing (PSH) program. This role ensures program compliance with HUD guidelines, promotes housing stability for participants, supervises staff, and collaborates with community partners to provide wraparound support services. The Program Manager is responsible for monitoring program outcomes, maintaining accurate data entry in HMIS/CES/Sprite systems, and ensuring high-quality services that align with agency values of dignity, equity, and service.
Essential Duties and Responsibilities The essential functions include, but are not limited to the following: Provide leadership and management to ensure that the mission and core values of the Company are put into practice. Maintain knowledge of funding requirements, performance measures, and program benchmarks. Ensure compliance with HUD regulations, CoC policies, Fair Housing, VAWA, and other applicable laws. Monitor and track program outcomes, ensuring data is accurately entered into HMIS and EHR systems. Analyzes unit operating practices such as record keeping systems and personnel requirements. Creates new systems or revises established procedures Interprets and communicates operating policies Participates in interviewing job applicants and conducts orientation of new employees as needed Responsible for management of staff schedule Responsible for performance management and discipline of staff Locates and compiles information, formats reports, graphs, tables, records and other sources of information Assists with special events planning Operates personal computer to access e-mail, electronic calendars, and other basic office support software Exercises administrative judgment and assumes responsibility for decisions, consequences, and results impacting staff, costs, and/or quality of service within the functional area Minimum Qualifications (Knowledge, Skills, and Abilities) Bachelor’s degree in Social Work, Human Services, Public Administration, or related field (Master’s preferred). Minimum 3 year experience with program management and compliance including staff onboarding, staff training, scheduling, budget management, and progressive discipline. Understanding of HUD and FMCoC Department is desirable.
