We are seeking a mission-focusedMentor-Protg Program (MPP) Manager to lead coordination and compliance efforts. In this role, you will work directly with program stakeholders, small business mentors, and leadership to manage agreements, review legislative and regulatory policy updates, monitor performance, and maintain program documentation. You will also support the development of internal tracking systems, staffing plans, and status updates to ensure that all MPP activities are aligned with the Small Business Act. This position is central to strengthening small business partnerships across the defense health ecosystem.

Clearance: Tier II Background Investigation

General Duties: Policy Support: Conduct needs assessments to identify requirements for Mentor-Protg Program (MPP) policy and operational support. Regulatory Compliance: Draft policy content and supporting documentation based on legislative, federal, and DoD acquisition regulations, directives, and internal guidance. Stakeholder Coordination: Coordinate internal and external review of policy documents to ensure clarity, consistency, and alignment with federal requirements. Program Oversight: Provide program management oversight of all active and new Mentor-Protg agreements; ensure documentation and timelines are met. Agreement Tracking: Review, track, and support the end-to-end approval process for new and existing MPP agreements. Review & Reporting: Assist in planning, facilitating, and documenting Program Management Reviews (PMRs) with stakeholders. Budget Support: Support the development, monitoring, and reporting of the MPP budget, including expenditures and projected funding needs. Records Management: Maintain accurate records of all agreements, budget activities, stakeholder communications, and PMR outputs. Performance Monitoring: Monitor agreement compliance and effectiveness, providing recommendations for process improvements or corrective actions.

Qualifications: Educational Background: Bachelors degree in business administration, public policy, or related field (Masters preferred). Professional Experience: At least 5 years working with federal MPP programs, small business offices, or acquisition strategy teams. Policy Experience: Demonstrated experience drafting or implementing federal or DoD acquisition policy and regulations (FAR/DFARS). Program Familiarity: Prior experience supporting small business programs, Mentor-Protg agreements, or other federal program initiatives. Analytical Skills: Strong critical thinking skills with the ability to assess policies, agreements, and program compliance. Writing Proficiency: Skilled in preparing formal policy guidance, memos, templates, and SOPs. Technical Proficiency: Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook); SharePoint experience a plus. Interpersonal Skills: Strong communication and stakeholder engagement abilities across technical and non-technical audiences.
