In this role, you will oversee day-to-day operations, monitor project deliverables, manage staff performance, and ensure adherence to federal acquisition guidelines and performance standards. You will serve as the primary liaison with government leadership, manage quality control, and coordinate across strategic communications, outreach, and data support teams. This position is key to advancing the mission of expanding small business participation and delivering program transparency, impact, and accountability.

General Duties: Program Oversight: Serve as the senior point of contact responsible for managing all activities, timelines, risks, and deliverables under the contract. Government Liaison: Interface directly with the Contracting Officers Representative (COR) and other government stakeholders to ensure compliance and satisfaction. Quality Assurance: Monitor progress against the Quality Control Plan (QCP), ensure all Performance Requirements Summary (PRS) thresholds are met. Team Leadership: Supervise staff across functional areas; delegate assignments, track status updates, and maintain high-performance standards. Staffing Management: Maintain and report monthly staffing updates, recruit to fill vacancies, and submit deliverables. Transition Planning: Develop and execute transition-in and transition-out plans in line with government timelines and expectations. Reporting: Submit semi-annual meeting summaries, monthly progress reports, and respond to government data calls and inquiries.
Qualifications: Educational Background: Bachelors degree in business administration, public policy, or a related field (masters preferred). Professional Experience: At least 7 years of experience in program or project management; at least 5 years managing federal contracts or equivalent. Knowledge Base: Familiar with FAR, DFARS, and small business program mandates under the Small Business Act. Communication Skills: Ability to brief government leadership and draft high-quality reports, SOPs, and briefing materials Tools and Tech: Proficient in Microsoft Office Suite, including PowerPoint and Excel; experience with project tracking software preferred. Certifications: PMP certification preferred.
