Municipal Court Clerk
Under direction of the Director of Finance and the Municipal Court Supervisor, this position performs a variety of administrative duties in support of the City's Municipal Court functions. The ideal candidate should have excellent customer service skills, be detail-oriented, collaborative, and demonstrate strong written and verbal communication skills. Essential and other important responsibilities and duties may include, but are not limited to, the following: Responsible for accurate court disposition and fine records by collecting payments, posting correctly to the court system, balancing a cash drawer, and depositing collections, following the established cashiering procedures; records and processes mail. Assist defendants and properly explain court procedures and options by answering questions from defendants in person and over the telephone regarding procedures, tickets, fine schedules, payment plans, and other options. Assist with warrant administration by sending notices, preparing court documents recalling warrants as necessary, and ensuring accurate information is sent to DPS for the Failure to Appear program, collection agency, and OmniBase program. Captures documents in a document imaging system to maximize productivity and provide efficient retrieval of information. Assist Municipal Court Supervisor in preparing the docket and maintaining records. Issue written instructions and required court forms; collect and process fees, fines, and costs accurately. Verify insurance policies. Process payment plans, deferrals, and drivers' safety requests and completions. Post future due dates and set court dates as required. Provides customer service to city departments, responds to requests for information, answers inquiries, resolves issues in person and by phone, and provides information about city services. Performs other duties as assigned. Regular onsite attendance is required. Required knowledge: Clerical procedures of processing, recording, and preparing legal documents, records, and reports related to court operations. City ordinances, court procedures, and legislation pertinent to Municipal Court duties. Basic math, accounting, and cashiering skills. Bi-lingual (Spanish/English) is strongly preferred but not required. Skill in: Establishing and maintaining effective working relationships with other employees, outside agencies, and the general public. Using computers and related software programs. Exercising discretion in confidential matters. Communicating effectively, both orally and in writing. Staying up to date by reading TMCEC clerk manual, memoranda, legislation, and educational materials. Meet required deadlines and handle sensitive, confidential information Education, experience, and training: Any equivalent combination of education, training and experience that would likely provide the required knowledge, skills and abilities to successfully perform the essential functions of the job is qualifying. A typical way to obtain the knowledge and abilities would be: Education and/or Experience: This position requires a High School diploma and two (2) years of customer service, with Municipal Court experience preferred. License or Certificate: Possession of an appropriate, valid Texas driver's license Possession of a Certified Municipal Level I Court Clerk Certificate preferred or ability to obtain within 1 year Texas Crime Information (TCIC)/Texas Law Enforcement Telecommunications System (TLETS): complete training within six (6) months of start date. Criminal Justice System Information Services (CJIS) "Security Awareness Training": complete training within six (6) months of start date Supervision received and exercised: Receives direction from the Director of Finance and Municipal Court Supervisor Exercises no supervision Working conditions: Environmental Conditions: Work is performed in a normal office environment and is generally sedentary. Employee will be exposed to computer screens and have frequent phone and personal contact with departments, city officials and some public interaction. Flexible work hours involving evenings and weekends is required. Physical Conditions: While performing the essential and marginal functions, the employee may be required to maintain physical condition necessary for adequate physical performance abilities including: bending, stooping, kneeling, crawling, climbing; sitting for prolonged periods of time; use of both hands and both arms, the use of legs; walking, standing; finger/manual dexterity is essential; required to drive within and outside the city. Adequate speech, hearing and eyesight required; carry, push, pull, drag or hold moderately weighted objects; visual acuity and ability to distinguish color.
