Description
Responsible for performing all planning and administrative functions related to the Juvenile Services Division including juvenile services, in-home programs, and a variety of community-based programs. Plans and directs the activities of Division employees. Identifies revenue sources and meets with various local, state, and federal officials to promote support for available programs. Responsible for the administration of a complex operating budget and capital improvements program.
Plans, administers, and directs a variety of programs designed to provide services to Juvenile Courts and selected youth from the Department of Social Services; prepares, reviews and administers a complex operating budget and capital improvements budget; prepares a variety of reports and studies including utilization and expenditure reports, annual report, resolutions and position papers.
Manages operations and aligns division's goals and programs with the strategic direction of the Department of Juvenile Justice along with ensuing that employees in the division understand how their work relates to the division's mission.
Provides technical assistance on various projects; develops, maintains, and strengthens partnerships inside and outside the organization; ensures the division is appropriately collaborating and communicating within the division and with community stakeholders to address juvenile offenders' criminogenic risk factors and needs through evidence based programming.
Provides guidance and oversight to divisional program managers, as well as to a large number of agencies involved in alternative community-based service delivery.
Plans, coordinates, assigns, and supervises activities of professional, technical and clerical staff engaged in human services activities; reviews employees' performance and resolves problems as non-routine situations arise. Minimum Qualifications
A Master's degree in public administration, government, management or a closely related field, and four (4) years of experience in a supervisory position in a human service agency requiring strong management and fiscal skills and abilities or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
Possession of a valid driver's license issued by the Commonwealth of Virginia. Requires acceptable pre-employment checks, to include driving record check and background check. Supplemental Information
Comprehensive knowledge of management and fiscal principles and practices.
Thorough knowledge of government budgeting and purchasing principles and practices. Thorough knowledge of federal, state, and local laws and ordinances relating to juvenile justice is needed as well as experience applying the principles and practices of organizational management. This includes personnel, planning, management analysis and supervision.
Demonstrates knowledge of juvenile justice guiding principles, trends and research particularly as it relates to the use and implementation of evidence-based and evidence-informed programs and practices and the understanding and implementation of the Risk, Need and Responsivity Principle (RNR).
Communicates effectively and maintains collaborative working relationships with all levels of staff, other agencies and public officials; excellent written and oral communication skills.
Thorough knowledge of personal computers, including knowledge of word processing, spreadsheet, and data base software.
General knowledge of human resources issues such as the Fair Labor Standards Act and the Family Medical Leave Act.
Physical Demands
Must be physically able to operate a variety of machinery and equipment including a typewriter, computer, copier, calculator, and automobile. Work is sedentary in nature.
