Position Overview Join our Innovation and Technology Services Department as an ITS Business Analyst and play a key role in shaping the future of how our organization works. This position offers the opportunity to bridge business needs with innovative solutions, helping departments streamline operations and adopt forward-thinking practices. We're seeking a motivated professional who enjoys problem-solving, building strong partnerships, and driving meaningful improvements that make a lasting impact across the County.
Examples of Duties
Apply established elicitation techniques to evaluate and document organizational processes, workflows, structures, and operations, ensuring business requirements are accurately captured and agency needs are well represented. Analyze gathered information to establish baseline metrics, assess the current state of operations, and identify opportunities for improvement. Develop and recommend future-state solutions that enhance efficiency, reduce waste, and optimize resources, including process, technology, organizational, and operational improvements. Research and propose enterprise-wide technology solutions that can benefit multiple departments, maximizing countywide impact. Prepare and deliver tailored presentations of findings and recommendations to diverse audiences, including IT staff, County departments, County Management, and County Commissioners. Support project implementation alongside Project Managers and ITS staff, advocating for business requirements and ensuring successful realization of identified benefits. Monitor requirements throughout implementation and conduct quarterly post-project evaluations, comparing expected versus actual outcomes, measuring results against baseline metrics, and identifying new improvement opportunities. Minimum Qualifications Graduation from an accredited four-year college or university with a degree in Business Analysis, Business Intelligence, Project Management, Data Analytics, Business Administration, or closely related field and five (5) years of progressively responsible business analysis experience; or an equivalent combination of education, training, and experience with an emphasis on complex business analysis.
Management Preferences: Emphasis will be placed on experience in business administration within a technical environment. Project Management Institute (PMI) Professional in Business Analysis (PMI-PBA); International Institute of Business Analysis (IIBA) Certified Business Analysis Professional (CBAP) or Certification of Competency in Business Analysis (CCBA); Six Sigma certification provided by the American Society for Quality (ASQ); Lean Six Sigma certification provided by the International Association for Six Sigma Certification (IASSC); Scrum and/or Agile certification(s) provided by Scrum.org, Scrum Alliance, or Project Management Institute (PMI). Knowledge, Skills and Abilities
Knowledge of business analysis principles and effective training and workshop facilitation techniques. Knowledge of network concepts, operating systems, programming techniques, core software applications and systems, project management, and change management. Knowledge of the methods, procedures, and policies of Cumberland County relevant to performing the essential duties of the position. Skilled in research and problem-solving, with an emphasis on creative thinking to drive innovation and continuous improvement. Skilled in soft skills including communication, teamwork, adaptability, problem-solving, critical observation, conflict resolution, negotiation, collaboration, facilitation, and leadership. Ability to clearly, succinctly, and effectively present information and recommendations to individuals or groups, both orally and in written form.
