We are committed to a strength-based approach to improving the lives of youth and young families and have been serving runaway and homeless youth since 1973. Job Summary

The Program Manager is part of BWCs management team supporting the agency mission and vision to help our most vulnerable population of foster youth achieve self-sufficiency and life skills. Through an intensive case management model, we support youth ages 16-21 in attaining educational goals, employment, well-being, developing permanent connections with caring adults, and preparing for transition to THP+ Aftercare or permanent housing. The Program Supervisor leads a team of Case Managers, Life Skills Coaches, and Relief Residential Counselors. Essential Duties / Responsibilities Provide ongoing supervision to THPP and THP+FC Case Managers, Life Skills Coach, Residential Counselor, House Monitors and Relief Residential Counselors. Interview, coach, and develop staff professional development plans, 6 month and annual performance plans, as well as quarterly OKRs. Manage scheduling of employees and maintain adequate staff-to-youth ratios. Maintain budgetary responsibilities within approved guidelines and census to meet budget projections. Attend quarterly collaborative meetings with DFCS and monthly Agency PQI and Program Ops Meetings. Ensure staff complete initial (40 hrs.) and continuing (20 hrs./yr.) education requirements. Monthly review of outcome metrics and program development/interventions to meet outcomes. Facilitate weekly staff meetings and clinical reviews. Review incident reports within one business day and communicate with relevant parties. Ensure staff meet client documentation expectations and deadlines. Conduct Performance Evaluations of staff. Provide or designate on-call support 24/7 for all programs and assist with crisis intervention. When understaffed, assume a half caseload in THPP and perform case management duties for assigned clients. Oversee medication procedures in THPP programs. Provide crisis intervention and develop relationships with County Social Services, police, and community partners for placement and referrals. Maintain census at full capacity and data entry of client contacts and outcomes in AWARDs system. Make sound clinical assessments and interventions for challenging youth behaviors and mental health issues. Perform initial assessments on referred residents and assist with intake for THPP and THP+FC. Develop Needs and Services Plans within 30 days of admit and update every 6 months. Conduct weekly contracting with clients including goal setting, budget setting, and time management. Monitor attendance and academic/behavioral performance in school; attend IEPs when applicable. Support youth in ILP participation, including transportation and collaboration with ILP Case Manager. Perform regular evaluations of youths physical, psychological, and emotional needs. Coordinate referrals and linkages to mental health, substance abuse counseling, medical/dental, and related services. Maintain communication with youths placement worker, family, ILP CM, and other caring adults. Participate in CFTs, TDMs, and MyTime meetings; conduct discharge planning. Encourage plans to support youth well-being and lifelong connections with supportive adults. Maintain Title XXII regulations for the program and report incidents accordingly. Ensure site cleanliness and report maintenance or safety issues promptly. Investigate home conditions to protect youth and maintain client files per CCL regulations. Ensure that BWC vehicles and sites are tidy and report safety issues as needed. Maintain regular attendance as a requirement of the position. Other duties as assigned.

Education and Experience

Masters Degree in Counseling or Psychology; two to four years of related field experience required. Management and training experience highly desired. Experience with culturally diverse youth required. LCSW or LMFT desired. Experience with Community Care Licensing (CCL) programs a plus. Current CPR and First Aid Certification required (or complete within 30 days of hire). Valid California drivers license with access to a personal vehicle with current insurance. Fingerprinting/background check as required by DOJ/Title XXII. TB test required.

Required Skills / Abilities

Language: Ability to read and interpret documents, write routine reports, and communicate effectively. Mathematical: Ability to work with basic mathematical concepts for reporting. Reasoning: Ability to solve practical problems and interpret instructions in various formats. Computer: Knowledge of internet software, spreadsheets, word processing; Gmail/Google Suite experience preferred.

Physical Demands

Regularly required to remain stationary; may travel to other sites; ability to lift up to 20 pounds; vision requirements apply.

Work Environment

Usually moderate noise level; may be loud during direct services.

Salary Range
