Salary Range:
15 Steps 1-8 $23.26/hr. - $28.61/hr. Responsibilities
Monday-Friday, 6:45am-3:45pm including a one-hour lunch. Occasional weekend work to assist with events; holidays off. Research, prepare, gather, and organize data that applies to state and federal grants to ensure the department is eligible for continued assistance. Perform NSPIRE and QA inspections for Mohave County Housing Authority Division. Interact with the public, community partners, and other government agencies. Public speaking during Public Hearings for program-related presentations. Possible outside exposures when participating in outreach community events. Work environment includes both office settings and various field locations. Travel and Work Conditions
Must be able to travel throughout Mohave County and to outlying locations (e.g., Bullhead City, Lake Havasu City, Northern Arizona Strip) using a county vehicle. Occasional travel to community events, construction sites, other businesses, residences, meetings, and in-state conferences with county vehicle. Outdoor work in varying weather, with potential moderate lifting (25-50 lbs). Physical ability to stand, walk, run, sit, stoop, kneel, crouch, bend as required. Key Programs and Grant Administration
Manage Owner-Occupied Housing Rehabilitation, Neighborhood Stabilization Program, and Weatherization Programs for Mohave County and partner cities. Supervise, train, and evaluate Housing Rehabilitation Inspectors. Review and process applications for Housing Rehabilitation assistance; maintain wait lists and conduct eligibility interviews. Monitor Rehab projects per grant-funded contract schedules; create/process promissory notes, liens, and lien releases. Coordinate administrative staff work including scheduling, records, information requests, reports, budgets, and training; develop policies and procedures. Develop bid documents, contract documents, and intergovernmental agreements; monitor compliance with state, federal, and county regulations. Assist with pre/post energy audits under Weatherization Guidelines; perform NSPIRE and QA inspections. Review contractor payment and change order requests; assist Inspectors with project inspections for standards compliance. Assist in developing and maintaining procedures for grants, contracts, and special projects; monitor grant activities for compliance and reporting. Identify new funding sources and partnerships; evaluate program performance and develop policies. Research and prepare grant proposals and applications for state and federal funding; monitor data quality in grant-related databases. Prepare community plans, CDBG/HOME-related documents, and reports for boards and funding agencies; respond to inquiries about funds and programs. Negotiate contracts with entities and prepare intergovernmental agreements; assist in budget development and financial reporting for grants. Prepare annual public hearings with community organizations to develop housing and infrastructure projects; assist in annual budget preparation and monthly/quarterly/annual reporting. Attend workshops and provide guidance, training, and technical assistance to recipients and staff. Develop and implement policies, procedures, and guidelines for grants and special projects; coordinate with funding sources regarding funds, eligibility, and deadlines. Process NSP payments and enter data into the DRGR system as applicable. WIOA-related activities: conduct outreach to construction/trades employers; assist with retention and expansion activities and evaluate hiring needs. Perform related duties as required and complete special assignments as requested. Qualifications
Bachelors Degree with coursework in Business Administration, Grants Administration, Public Administration, Social Services, or a closely related area. Three (3) years of progressively responsible administrative work, preferably in Housing or Community Development; two (2) years involved in grants and contracts or special projects. OR an equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities. Special Job Requirements
Must possess a valid drivers license for operation of motor vehicles on Arizona roads at the start of employment and maintain it while employed. Provide acceptable driving history at no cost to the County. Competencies and Capabilities
Maintenance and administration of grants, contracts, and budgets; administration of owner-occupied housing rehabilitation and weatherization programs. Knowledge of community resources, grant and contract development, and intergovernmental relations. Understanding of local, state, and federal procurement rules and regulations; community planning processes. Strong communication, grant writing, and project management skills; ability to engage diverse audiences. Ability to develop funding resources and partnerships; create program guidelines, policies, and procedures; monitor intergovernmental agreements. Analyze data and prepare concise recommendations and reports; write grants and manage special projects. Understand and apply federal and state laws related to grants and contracts; make decisions per policy; work professionally with the public and colleagues. Adaptability to perform essential functions with or without reasonable accommodation.
