GRANTS ADMINISTRATOR II
to join their team. This position develops and administers grant programs and related contracts in assigned areas for the Grants and Community Resources Department. Base pay range:

Research grant opportunities, solicit proposals, prepare and submit grant applications. Prepare forms and budgets, perform financial analysis for credit analysis or matching fund requirements, review, prepare and implement necessary documents for grant application and grant awards. Administer grants received by the local government including receiving and disbursing funds; establish and maintain accurate records; prepare periodic financial and performance reports; ensure compliance with applicable rules and regulations; and monitor project/program progress. Prepare loan agreements; prepare requests for proposals, bid documents and conduct bid openings; conduct site inspections or program audits. Act as the local government liaison to grantees and contract holders; prepare and manage contract agreements and establish program parameters and performance standards. Conduct community needs assessments; conduct research, prepare analyses as needed; assist in the development of program and policy recommendations for the local governments consideration. Coordinate or participate in special projects; respond to identified needs; propose public policy; develop new programs; enhance coordination of existing services. Engage with federal, state, and local governments, community organizations, and public forums; examine issues, develop programs, plan services; facilitate meetings for collaboration of various interests. Provide education and technical assistance to local government officials, outside agencies, community-based organizations, and individual applicants seeking assistance; assist with the preparation of program budgets as part of the local government budget and generation of accounting records for grant programs. Minimum Qualifications
Requires a bachelor's degree in public administration, a social science, or other liberal arts field demanding excellent writing and analytic skills. Requires three years of experience with any combination of: proposal writing, research, budget management, community outreach, project development, project management, project evaluation, and grants preparation and administration. Physical/Environmental Demands
The work is commonly performed in an office setting. Requires occasional light lifting (up to 20 lbs). Requires occasional field site inspections involving walking over rough, uneven terrain. Requires occasional out-of-town travel to attend meetings, conferences, and workshops. Benefits
