Overview
Under general supervision, administers user support on City supported computer systems, applications and platforms. Troubleshoots problems and advises on the appropriate action. Plans and directs the development, testing, maintenance, modification, installation and use of operating system software; serves as a systems technical consultant. Responsible for effective engineering, provisioning, installation/configuration, operation, and maintenance of cellular devices, systems hardware and software and related infrastructure. This position oversees Windows systems (Desktop and Servers) supporting SQL and other databases, Windows applications, Active Directory user accounts and security groups, Google Workspace Enterprise, Droid OS, and Apple IOS; responsibilities include engineering and provisioning, operations and support, maintenance and research and development to ensure continual innovation. Ensure that systems hardware, operating systems, software systems, and related procedures adhere to the organization's policies. Active Directory user account administration. Google Workspace Enterprise user account administration. Hardware maintenance, installation administration and configuration. Setup and configure cellular devices for access to city email and wireless networks. Provide technical assistance on City IT issues, services, programs, and/or computer hardware and software. Respond to requests for technical assistance in person, via phone, or electronically. Diagnose and resolve technical hardware and software issues. Research questions using available information resources and advise users on appropriate actions. Follow standard help desk procedures and log all help desk interactions. Redirect problems to appropriate resources when necessary; identify and escalate urgent situations and track resolutions. Prepare activity reports and stay current with system information, changes and updates. Operate various equipment and machinery including PCs, VOIP, and related peripherals. System Administrator Engineering and Provisioning: install new or rebuild existing servers and desktops; configure hardware, peripherals, services, settings, and storage per standards and requirements; develop and maintain installation and configuration procedures; contribute to system standards; research and recommend innovative automation approaches for system administration tasks. Operations And Support: perform daily system monitoring, verify integrity and availability, review logs, verify backups and scheduled jobs; perform security monitoring; validate daily backups; quarterly testing of full restores; manage file archival and purge; create/change/delete user accounts; repair and recover from failures; coordinate with impacted constituencies. Maintenance: apply OS patches and upgrades, upgrade admin tools, configure/add services; upgrade systems software; maintain procedures; perform capacity planning and performance tuning; manage data center environmental and monitoring equipment. Discretion/Latitude/Decision-Making: decisions typically affect department-wide and company-wide operations, with potential one to two weeks to correct or reverse. Working Conditions
Responsibilities may require working evenings and weekends, sometimes with little advanced notice. No regular travel is required. Additional Job Functions

Bachelor's Degree in MIS, Computer Engineering, or Computer Science; four (4) years of experience in systems and networks administration and three (3) years of desktop support in a Microsoft environment; or an equivalent combination of education, training and experience equal to ten (10) years. Sound Working Knowledge of Windows Active Directory, Windows 11Pro, Office 2024 Pro, Microsoft Server 2019, 2022, TCP/IP, LDAP, POP, IMAP, DNS, DHCP, Google Workspace Enterprise, Google Voice VOIP, cellular and other Linux and Windows desktop and server applications; Mobile Devices; Apple IOS and Droid OS. Advanced knowledge of configuring desktop and server systems with hardware configurations including various RAID levels. Must possess a valid South Carolina driver's license or be able to obtain one.
