Technical Lead (Engineer/Developer) — IRS Enterprise File Storage (EFS) Workflow 

Period of Performance: November 2025 – November 2026 (with one option year through November 2027) 

Schedule: Full-time, Monday–Friday, 8 hours/day within core hours 7:00 a.m.–5:00 p.m. 

Place of Performance: IRS New Carrollton Federal Building, Lanham, MD (on-site as required) 

Summary 
KeenLogic seeks Technical Leads to guide the design, development, testing, and deployment of workflows on the Internal Revenue Service (IRS) Pegasystems platform. This role supports enhancements for key IRS workflows including Employer Identification Number (EIN), Centralized Authorization File (CAF), Return Integrity Verification Operations (RIVO), U.S. Department of Agriculture (USDA) Form CCC-941, U.S. Residency Certification (US CERTS), and Service Processing Error Resolution System (ERS) Clerical Correspondence. Technical Leads will also play a critical role in migrations, integrations, and ensuring secure, high-quality software delivery. 

Required Qualifications 

  • U.S. Citizen 

  • Must be tax-compliant and eligible for IRS Public Trust clearance 

  • 10+ years of experience as Engineer/Developer/Lead 

  • Relevant degree preferred
  • Hands-on experience with: 

  • REST APIs 

  • Enterprise-level secure file transfer utilities  

  • Active Directory  

  • Identity and access management systems  

  • Enterprise IT service management/ticketing systems  

  • SQL databases (SQL Server, Oracle, PostgreSQL, MySQL, etc.) 

  • Familiarity with lifecycle and compliance frameworks such as One Software Development Lifecycle (OneSDLC), ITIL, CMMI, Federal Information Security Modernization Act (FISMA), and Open Web Application Security Project (OWASP) standards 
  • ​​​​​​​Deep expertise in Pega, workflow development, integration

Responsibilities 

  • Lead end-to-end workflow development, testing, and deployment on IRS Pegasystems environments (Nethub Infrastructure as a Service (IaaS) and Pegasystems Cloud for Government (PCFG)) 

  • Engineer integrations between Enterprise Electronic Facsimile (EEFax) and EFS, including routing and application programming interface (API) connections 

  • Support migrations from Enterprise Pegasystems Platform as a Service (EPPaaS) to PCFG, ensuring workflow conversion, data migration, regression testing, and entitlement setups 

  • Implement security and compliance standards, ensuring adherence to OWASP Application Security Verification Standard (ASVS) Level 2 

  • Develop and execute test plans for each workflow release; capture and publish results in program repositories 

  • Maintain the EFS Front Door utility and manage telecommunications integrations such as Session Initiation Protocol (SIP) cutovers 

  • Document technical designs, architecture, and integration requirements to ensure system scalability and maintainability 

  • Provide user-facing documentation, FAQs, and workflow support guides to assist business users and IRS staff 

  • Collaborate with project managers, business subject matter experts, and product owners to align technical solutions with business requirements 

  • Mentor junior developers and promote software engineering best practices, including version control, automated testing, and continuous integration/continuous deployment (CI/CD)
