Business Subject Matter Expert — IRS Enterprise File Storage (EFS) Program
Period of Performance: November 2025 – November 2026 (with one option year through November 2027)
Schedule: Full-time, Monday–Friday, 8 hours/day within core hours 7:00 a.m.–5:00 p.m.
Place of Performance: IRS New Carrollton Federal Building, Lanham, MD (on-site as required)
Summary
KeenLogic seeks Business Subject Matter Experts (SMEs) to partner with Internal Revenue Service (IRS) Product Owners and users to define business needs, document processes, and ensure the successful adoption of workflows within the Enterprise File Storage (EFS) program. SMEs will play a central role in requirements gathering, training, reporting, and workflow optimization. This position requires both subject matter expertise in enterprise workflows and transferable business analysis skills such as stakeholder engagement, requirements documentation, and change management.
Required Qualifications
U.S. Citizen
Must be tax-compliant and eligible for IRS Public Trust clearance
8+ years of experience as a business analyst or SME in IT programs
Relevant degree preferred
Proficiency with collaboration tools such as Microsoft SharePoint and Teams
Experience with enterprise workflows and systems, including:
Enterprise Workflow and Document Storage Solutions
Enterprise Faxing Solutions
Secure File Transfer Utilities
Active Directory
Identity and Access Management Systems (e.g., Okta, SailPoint, or equivalent platforms)
Enterprise IT Service Management (ITSM) and Ticketing Systems (e.g., ServiceNow, Remedy, Jira Service Desk, or equivalent)
Responsibilities
Document and analyze current and future-state business processes for EFS-supported workflows (e.g., Employer Identification Number (EIN), Centralized Authorization File (CAF), Return Integrity Verification Operations (RIVO), U.S. Department of Agriculture (USDA) Form CCC-941, U.S. Residency Certification (US CERTS), and Service Processing Error Resolution System (ERS) Clerical Correspondence)
Partner with Product Owners and development teams to translate business needs into user stories and prioritize Agile backlogs
Conduct stakeholder workshops, user research, and usability testing; document findings to guide workflow optimization
Develop training materials, FAQs, and user support guides; lead Super-User training sessions to drive adoption
Assist with test planning, validation, and execution for workflow releases, ensuring requirements are met
Maintain and update customized business reports and operational performance metrics used to monitor workflow throughput and taxpayer transparency
Track and resolve workflow-related issues, coordinating across technical leads, project managers, and business owners
Support transition planning to ensure new workflows and processes integrate smoothly into IRS operations
Contribute to program-wide documentation, risk/change management, and continuous improvement activities
