This role is for an experienced professional to provide critical analytical and strategic support for the BIS IT modernization program. The position is central to ensuring the project is successful by aligning technology with business objectives and preparing the organization for change.

Responsibilities

  • Conduct requirements gathering to develop a fact-based understanding of BIS's current technology challenges and create a shared foundation for modernization.
  • Provide guidance on the build vs. buy process for various components of future IT systems.
  • Analyze the degree to which BIS program office operations and policies need to change to facilitate an IT modernization of this scale.
  • Provide analysis and recommendations to address the risks and mitigation strategies associated with the cultural change that will be needed.
  • Develop a prioritization framework that will ensure the successful continuous modernization and delivery of value for CUESS.
Required Skills & Experience
  • Strong background in business process analysis, IT governance, or organizational change management.
  • Experience in conducting detailed requirements gathering and stakeholder interviews.
  • Ability to analyze complex operational and policy challenges within a large organization.
  • Foundational understanding of technology modernization programs and project management.
  • Experience in Agile development methodology and practice.
  • Familiarity with Open-Source tool sets for software development/engineering.
