Job Summary: The Project Specialist - Community Planner / Strategic Planning (Consultant) drives the development of community-focused strategic plans by applying process improvement and reengineering methodologies, emphasizing culturally sensitive stakeholder engagement and data-driven planning, particularly with Navajo and Indigenous communities. This role facilitates modernization efforts and knowledge transfer to support project objectives. Key Responsibilities: Apply process improvement and reengineering methodologies to conduct modernization projects, including activity and data modeling, developing modern business methods, and identifying best practices for community planning. Facilitate stakeholder workshops, focus groups, and public meetings, using culturally appropriate methods to gather input from Navajo and other Indigenous communities, and provide training or knowledge transfer. Conduct research and analyze demographic, economic, and spatial data using GIS tools to inform strategic plans, ensuring alignment with Indigenous community needs and values. Define and research target audiences, develop culturally relevant messaging and strategic plans, and collaborate with the creative team to ensure messaging aligns with community priorities. Track and analyze outcomes of community engagement and planning efforts, assessing performance measurements to evaluate impact. Develop marketing strategies and plans with strategic partners, suggesting researched enhancements and identifying new opportunities to strengthen community engagement. Prepare sections of reports and presentations that communicate strategic plans, ensuring cultural sensitivity and alignment with project objectives. Collaborate with the Project Manager to ensure deliverables meet quality and cultural standards for project outcomes, creating and assessing performance measurements. Qualifications: Bachelor's degree in urban planning, public administration, business management, or a related field; equivalent experience may be considered. Minimum of 2 years of experience in management consulting or related industry, with specialized experience in facilitation, process reengineering, change management, or organizational development. Demonstrated experience in group facilitation, interviewing, training, and knowledge transfer, particularly in community planning or public engagement settings. Proficiency in activity and data modeling, identifying best practices, and developing modern business methods for community-focused projects. Experience defining target audiences, developing messaging and strategic plans, and analyzing outcomes of engagement or marketing efforts. Knowledge of tribal governance, community development principles, and federal regulations impacting Indigenous communities. Proficiency in GIS software (e.g., ArcGIS Pro) and data analysis tools (e.g., Excel or SPSS) for strategic planning. Strong written and verbal communication skills, with experience drafting technical reports or strategic documents. Preference:
Proficiency in the Navajo language and/or Indigenous descent, particularly Navajo, to enhance community trust and engagement.
