Job Description PROJECT MANAGER (TASK LEAD) Heartland Consulting is searching for a Project Manager (Task Lead) to lead the planning, execution, and delivery of community planning and strategic initiatives, overseeing all project phases, coordinating with stakeholders, managing resources, and ensuring deliverables meet quality standards and project objectives. This role emphasizes culturally sensitive engagement with Indigenous communities while researching and applying improved business and management practices to enhance operational efficiency. Key Responsibilities: Develop comprehensive project plans, including schedules, budgets, and resource allocations, ensuring alignment with project objectives and cultural considerations for Indigenous communities. Research and investigate new or improved business and management practices for application to programs or operations, analyzing organizational needs to determine operational requirements for management systems. Review forms, reports, and processes, conferring with management and stakeholders to standardize formats, distribution, and purposes, identifying problems and proposing improvements. Facilitate culturally appropriate stakeholder consultations, particularly with Navajo and Indigenous groups, to gather input and ensure community priorities are integrated into project plans. Conduct capability analyses, evaluate organizational methods and procedures, and recommend work simplification measures to improve administrative support systems and operational efficiency. Oversee data collection and analysis to inform strategic planning, ensuring plans respect Indigenous values and community priorities. Review and approve reports, presentations, and visual materials, ensuring cultural sensitivity and alignment with project quality standards. Create, document, and manage a controlled system for information and knowledge management, preparing operations manuals to support efficient management processes. Monitor administrative processes, identify opportunities for improvement, and apply process re-engineering methodologies to enhance efficiency. Prepare and present status reports, documenting progress with an emphasis on community impact and operational improvements. Qualifications: Bachelor's degree in project management, business administration, urban planning, or a related field; Master's degree preferred. Minimum of 6 years of experience in project management or related industry, with at least 3 years in community planning or strategic initiatives involving Indigenous communities. Demonstrated experience researching and applying improved business and management practices to enhance program or operational efficiency. Proven ability to conduct capability analyses, evaluate organizational methods, and recommend work simplification measures for administrative support systems. Experience reviewing forms and reports, standardizing formats, and ensuring reporting requirements are met through data analysis and process improvement. Proficiency in project management software (e.g., Microsoft Project, Smartsheet, or Asana) and Microsoft Office Suite. Strong skills in process improvement, re-engineering methodologies, and developing operations manuals for knowledge management. Excellent communication and stakeholder engagement skills, with cultural competency in Indigenous contexts. Preference:

Proficiency in the Navajo language and/or Indigenous descent, particularly Navajo, to enhance community engagement and cultural alignment.
