City of Chicopees Human Resources Department
is hiring a
Human Resources Generalist
who will assist the Director and Assistant Director of Human Resources in planning, organizing, and maintaining assigned HR operations, actions, programs, and subroutines of the City of Chicopee. This position is responsible for the maintenance of regulatory compliance, recruitment functions, workers compensation and unemployment case and procedural processing. Responsibilities entail a variety of administrative and professional duties requiring a high degree of confidentiality, decision making, and assistance in the conception and practice of Human Resource policies and operations. ESSENTIAL DUTIES INCLUDE: Administers HR programs and services for the City; provides for the administration of appropriate recruitment, training, regulatory compliance, analytics and other HR development programs and activities conforming to Federal, State, and local requirements, policies, and regulations. Prepares and maintains recruitment and hiring activities, including the posting of vacancies, preparation of advertisement, screening of internal and external applications, assisting Human Resource staff and department conducting new employee orientation sessions. Maintain integrity of employment processes according to City policies, MGL c.31, FMCSA, Department of Labor, OFCCP, and UGESP. Coordinates Workers Compensation to maintain compliance and mitigate liability for the City and Schools. Prepares all bills and payroll information related to the Human Resources Department for approval, assisting the Sr. Generalist. Helps in the management and processing of leaves of absences for municipal employees, consistent with federal, state, and municipal policies, and union agreements. Other duties and special projects as assigned by the Human Resource leadership as needed. See attached for full job description QUALIFICATIONS A minimum of an Associates Degree in Business Administration, Law, Human Resources
or in another related field . -
Required A minimum of four ( 4 ) years of experience in Human Resources; Or an equivalent combination
of education and/or experience that enables performance of all aspects of this position. -
Required MUNIS experience. -
Preferred Municipal and/or Public Administration experience.
Strongly Preferred KNOWLEDGE AND COMPETENCIES Knowledge and competencies : Public sector personnel practices and applicable federal and state laws. Knowledge of benefits administration, recruitment, workers compensation, unemployment, and training. Familiarity with MUNIS ERP/HRIS/ATS system. Understanding of FMLA, SNLA, and other applicable leaves Knowledgeable in EEOC, MCAD, Affirmative Action, and other regulatory compliance standards. Ability to interact in a positive and effective manner with all levels of personnel. Ability to communicate clearly and concisely, in writing and orally. Ability to establish and maintain good public relations and effective working relationships with employees, city departments, officials, and the general public. Proficiency in computers, basic software programs and internet applications will be essential to perform the job. Ability to compose, type and proofread work.
