Organization Mission

The mission of Lyon-Martin Health Services is to provide high quality, compassionate and trauma- informed medical, gynecological, and mental health care services to trans, non-binary, gender non-conforming, and intersex communities and cis-gender women with specific sensitivity to LGBQA sexual orientation, disability, size, race, ethnicity, and language, regardless of immigration status or ability to pay.

Job Summary and Responsibilities

The HR Manager assists the Director of HR in coordination of HR, compliance, and onboarding training operations including hiring, onboarding, staff relations, leave of absences, payroll, benefits, termination, clinic insurance, as well as helping the clinic maintain compliance with City, County, State and Federal regulations.

Key Responsibilities

  • Solicits and listens to staff concerns; takes an active role in resolving conflicts.
  • Provides information, or facilitates staff’s ability to obtain information, about benefits, payroll, compensation, training, ergonomic workplace setup and other employer programs and services.
  • Assists with internal investigations and works with management to develop, recommend, and initiate appropriate evaluations, disciplinary actions and resolutions to various staff relation matters, including supportive measures, documentation, termination, etc.
  • May serve as a neutral party mediator as necessary to resolve conflicts between staff members.
  • Provides practical, consistent, and proactive support, direction and advice to staff on HR policies and procedures.
  • Serves as a Gender Transition Support Liaison to ensure successful transition in the workplace, acting as a point person for a transitioning employee to confide in and who will ensure all personnel and administrative records are updated with any identification changes, explaining and helping navigate trans-specific benefits, assisting staff with insurance appeals for gender-affirming care, completing any documents for name/gender marker changes, and respecting the staff’s needs and desires around if/when to disclose.
  • Support with organizing staff appreciation and morale support activities including regular org-sponsored lunches, birthday and/or holiday celebrations, staff Appreciation Events & Opportunities and staff retreats.

HR Administration

  • HR Coordination and HRIS: to support managers and staff in completing timecards in ADP in a timely manner, ensuring they are accurate and approved. Supports staff, including management, in timely timecard entry, time off request submission, and approvals thereof. Coordinates with staff regarding leaves of absence and, as needed, SDI applications. Assists with payroll processing.
  • Assists Director of HR in posting positions, recruitment, hiring, and onboarding processes, including provider credentialing, for the agency that all applicable laws are followed.
  • Maintains Master Staffing Spreadsheet.
  • Benefits Administration: Train employees in understanding their benefits options, and support employees in enrolling into various benefits. Prepare agency communication materials for benefits announcements, notices and open enrollment meetings.
  • Workers Compensation and Employee Safety and Compliance: Support employees in utilizing workers compensation benefits in the moment and staff ergonomics.
  • Leaves of Absence Management: Provide employee support in understanding their leave options and how to apply for SDI.
  • Personnel Records: Maintains up-to-date personnel records as files are received. Reminds staff about approaching HR/credentialing deadlines.
  • Workplace Development: Facilitates organizational learning and development, retention strategies, succession planning and career development in accordance with clinic’s core mission and value.

On-Boarding & Training

  • Supports the assignment of staff in the assignment and completion of all onboarding and recurrent trainings
  • Supports execution of clinic-wide training plan based on regulation, contract, funding, and legal requirements.
  • Tracks and follow-ups with staff to ensure everyone is up to date on annual trainings.
  • Assesses the needs of personnel through the use of evaluations, surveys, focus groups, collaboration with agency leadership, and quality improvement data.
  • Develop and conduct trainings and educational presentations, as needed. Reviews training evaluations and provides feedback to clinic trainers.

Policies and Procedures

  • Understands the clinic’s policies and procedures and is able to provide guidance and consultation to staff concerning the clinic standards.
  • Assists with the development of site-specific policies and procedures.

Compliance

  • Supports HR and organizational compliance, ensuring all policies comply with Federal, State, and City law
  • Provides support and consultation to the programs during external Site Audits and helps develop and implement Corrective Action Plans (CAPs) after an audit.
  • Helps facilitate/schedule annual Performance Review Processes
  • Provides training on Incident Reporting to staff and may support staff in completing Incident Reports.
  • Screens Incident Reports for urgency, compliance and staff-related issues
  • Provides consultation and direction to managers concerning Incident Report follow up to prevent future similar incidents.

Contractors, Volunteers and Interns

  • Maintains a database of contractors, volunteers, interns, and students as well as maintaining required documents for volunteer, intern, and student files.
  • Assists program leadership with creating and maintaining volunteer and intern position descriptions.
  • Ensures that regulation, contract, funding, and legal requirements are met when bringing on volunteers, interns, and students

Education, Knowledge, Skills

Required:

  • Bachelor’s degree in related field, or 4 years’ equivalent work experience.
  • Minimum of 2 years of HR experience.
  • Ability to maintain and update confidential information.
  • Experience working with lesbian, bisexual, transgender, gender non-conforming, non-binary, and intersex communities.
  • Experience working with populations with varying lifestyles, disabilities, racial, ethnic and cultural backgrounds and economic statuses.
  • Experience working with people who do sex work, those experiencing homelessness, people who have challenges with mentally illness and/or using drugs, those of with a history of incarceration, people of varying ages.
  • An interest in and commitment to gender affirming health care and health care access for underserved populations.
  • Excellent Data Entry skills.
  • Must be adaptable and flexible in dealing with a variety of people.
  • Ability to resolve problems, handle conflict and make effective decisions under pressure.
  • Excellent communication, interpersonal, conflict-resolution, and de-escalation skills, both written and v.erbal

Preferred:

  • PHR, SHRM-CP, or other relevant certification.
  • 1+ year(s) employment in a union environment.
  • Experience with ADP.
  • Background in compliance or auditing.
  • Experience working with subject matter experts to create training content.
  • Experience developing and providing training to adult learners.
  • Knowledge of healthcare, behavioral healthcare, and substance use disorder treatment system.
  • Supervisory skills and experience.
  • Advanced knowledge of local, state, and federal employment law.
  • Knowledge of leave of absence laws, including FMLA, CFRA and accommodations under the ADA.
  • Experience with benefits administration and organization insurance, including malpractice coverage.
  • Experience with the Workers Compensation process.
  • Advanced use in MS Office (e.g. Excel, Word).
  • Advanced knowledge of HRIS systems and creation of HRIS reports.
