Public Relations and Marketing Manager
The Virginia Department of Small Business and Supplier Diversity (DSBSD) is seeking a leader to oversee all aspects of public relations, marketing, and related communications. The Public Relations and Marketing Manager at the Virginia Department of Small Business & Supplier Diversity is responsible for carrying out and meeting the goals of the Department's communications and digital media strategies through multimedia storytelling and news content across online platforms and print materials. Under the direction of the Agency Director, Deputy Director, and in collaboration with the executive team members, the incumbent works to strengthen the ways in which the Department reaches the small business community, constituents, and other stakeholders with materials that effectively communicate about the DSBSD mission to provide education and assistance; economic opportunity; and access to capital to generate employment and economic growth for small businesses in Virginia. The Public Relations and Marketing Manager manages the Department's principal communications outlets (website, social media) and coordinates and contributes to the development of contentsuch as interviews, videos, written essays, digital and print publications, and DSBSD news. This position reviews analytics and tracks performance across online platforms and advises the leadership team on ways to strengthen brand awareness, audience reach, and engagement with content. The Public Relations and Marketing Manager will also collaborate with the Customer Service team as a point of contact and quality control manager for constituents and outside vendors around communications-related questions and initiatives. Responsibilities include: Develop an internal and external, multi-channel communications strategy to raise awareness of the Department of Small Business & Supplier Diversity's mission and programs. Promote creative communications approaches that effectively highlight the vision and impact of the DSBSD. Maintain an ongoing planning document that will organize and schedule content creation, publication, and align cross-department staff around its successful implementation. Oversee the continued development and use of the DSBSD brand. Direct the creation of all print and digital branded materials, including but not limited to promotional flyers, brochures, print publications such as newsletters and annual reports, website copy, e-newsletters, and other email communications. Collaborate with the executive leadership team on public relations efforts to secure local and national press. Nurture relations with journalists and ensure that the press list is maintained and up to date. Willingness and ability to attend occasional events which are after standard business hours or on weekends. Minimum qualifications include: Considerable experience in the following areas: serving as a marketing and public relations leader, effectively representing an organization before the media, Boards, and key stakeholder groups, applying the principles of public relations and marketing, communication, and advertising, web-based marketing, social media, and Microsoft Office Suite. Demonstrated track record in brand development and management. Demonstrated ability to create and implement successful marketing campaigns. Lead integrated marketing communications. Manage controversial and sensitive assignments. Communicate effectively both orally and in writing with a special emphasis on experience in technical writing; plan, develop, implement, and evaluate media relations and marketing/advertising programs. Develop creative concepts for the promotion of the agency's mission, services, programs, and events. Establish and maintain effective working relationships with a wide range of media representatives and key stakeholders. Maintain a high level of productivity while managing multiple projects and working under tight deadlines. A proven record of project management, strong leadership, and effective interpersonal skills. Maintain the DSBSD media assets, including a digital media library, basic photo and video editing, and graphics creation using tools such as Canva, Photoshop, Sketch, Illustrator, InDesign, After Effects. Assist in maintaining and updating materials including style guide, boilerplate, logos/graphic identity, and crediting guidelines. Be proactive in staying current on relevant small business-related news in Virginia as well as emerging digital marketing tools and best practices for web and social media management. Additional considerations include proficiency in Adobe Creative Suite software. Familiarity with related fields such as event planning, publication design, and editing.
