Experience of the Right Candidate : Evaluate emerging technologies and trends to identify opportunities for modernization and optimization of existing systems and applications. Collaborate with key stakeholders, including agency leadership, business units, and external partners, to understand requirements, gather feedback, and ensure alignment with business objectives. Develop and execute a strategic roadmap for modernizing the agency's application portfolio, leveraging C#, Python, Cobol, and Java expertise to drive innovation and efficiency. Oversee the planning, execution, and delivery of IT modernization projects, ensuring they are completed on time, within budget, and meet quality standards. Continuously monitor and optimize application performance, scalability, and reliability to meet the evolving needs of the agency and its stakeholders. Implement robust security measures and ensure compliance with regulatory requirements, protecting sensitive data and mitigating cybersecurity risks. Recruit, hire, train and supervise staff, or participate in staffing decisions. Develop and interpret organizational goals, policies, and procedures. Responsibilities of the Right Candidate: Collaborate with Product, Business and IT organizations. Lead high performing team(s) in iteratively delivering key business value. Ensure deliverables are on-time and of high quality. Resolve and/or escalate technical and project delivery issues. Drive process improvements within the team and across the department to improve efficiency and quality. Assist in prioritizing new development projects, enhancement projects for existing systems, and system maintenance requests. Act as a key contributor in planning and estimation of projects. Ensure design, code, and test plan reviews are conducted as appropriate. Report program status, KPIs, OKRs to leadership. Seniority level
