Information Technology Architect 2 (Solution)

Under the direction of the Information Technology Architect 3 (Solution), the Information Technology Architect 2 (Solution) will be responsible for providing senior technical leadership within the software development project lifecycle, designing, describing, and maintaining the solution engineering concerning specific business problems. The Information Technology Architect 2 (Solution) will design software solutions, collaborating with stakeholders to align project outcomes with business requirements. The position will propose detailed building blocks that provide the best possible fix and serve as the bridge between enterprise architects and technical architects. The Information Technology Architect 2 (Solution) will oversee the implementation of IT solutions. Duties include, but are not limited to, the following: Create and lead the process of integrating IT systems to meet agency requirements. Conduct system architecture evaluation and collaborate with the project management and IT development teams to improve the architecture. Evaluate project constraints to find alternatives, alleviate risks, and perform re-engineering if required. Update stakeholders regarding any issues concerning the architecture. Fix technical issues as they arise. Analyze the business impact that individual technical choices might have on agency business processes. Overseeing and guiding development teams. Continuously research emerging technologies and propose changes to the existing architecture. Minimum qualifications: Seven (7) years of broad information technology (IT) experience, demonstrating a comprehensive understanding of software engineering, IT solution project management, IT solution architecture, network administration or other IT solution-related specialty and its application within large-scale organizations. Five (5) years of specialized experience in information technology solution architecture, design, software development, or project management. Education/experience substitutions: Associate's degree with 15 semester credit hours in computer science or a related field substitutes for one year of general information technology experience. Bachelor's degree in any field substitutes for two years of general information technology experience. Master's degree or higher in computer science or related field substitutes for one year of general information technology experience. Preferred qualifications: Preference for candidates holding relevant IT solution management-industry certification. Knowledgeable about all phases of the software development life cycle and solution delivery for web, client-server, and cloud-based systems. Good knowledge of modern software engineering principles and best practices. Project management and leadership skills. Experience developing IT and cloud infrastructure. Good understanding of best practices regarding IT system security measures. Advanced understanding of business analysis techniques and processes. Extensive knowledge and experience working with operating systems. Sound knowledge of various operating systems and databases. In-depth understanding of one or more coding languages. Knowledge of security, compliance, and regulatory requirements relevant to IT solution design. Strong communication skills, demonstrating the ability to effectively facilitate the contribution of both agency stakeholders and IT specialists, allowing both parties to equally contribute to overall objectives. Ability to communicate with C-level managers and other stakeholders to better understand agency business problems and requirements. Communicating business requirements to technical teams. Clearly articulating the current limitations and capacities of IT infrastructure to managers. Ability to multitask, managing multiple projects simultaneously, and prioritizing workload. Strong problem-solving skills with the ability to troubleshoot multiple complex IT systems issues, identify the source of problems in a timely manner, and conceive effective solutions. Strong critical thinking skills and business-orientation. Ability to align business needs with technical specifications. Clearly recognizes agencies' objectives and leverages personal IT expertise, minimizing expenditures and maximizing operational revenues. Please note: Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring. Appointment to this position is not final until all agency approvals have been granted. Additional comments: ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence. Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
