Multnomah County Department of County Human Services (DCHS) invites applications to fill one (1) Full Time Bilingual Somali Office Assistant 2 in the Youth and Family Services, Bienestar De La Familia located at the Baltazar F Ortiz Community Center, 6736 NE Killingsworth St, Portland, OR 97218-3317. This position is scheduled in-person 40 hours/week, Monday-Friday, 8:00 AM

About the Position: This Bilingual-Bicultural Somali Office Assistant 2 position provides a broad range of administrative and clerical support for Bienestar De La Familia. The position requires independent prioritizing of the workload; handling several tasks simultaneously; The Office Assistant 2 will support the direct service staff by meeting the needs of the Bilingual-Bicultural Somali clients of the Bienestar De La Familia program: will schedule all appointments for the direct service providers (including mental health, addiction services, case management, and the Supplemental Nutrition Program SNAP), manage data entry and tracking of services, greet all clients, provide program support and resource support to ensure there are breaks in client services. A deep understanding of and commitment to racial equity is critical as this role is responsible for the basic operation of the Bienestar De La Familia program. Knowledge Skills and Abilities (KSA): This position requires proficiency in (speak, read, write) Somali language. An employee who has never before received bilingual pay at Multnomah County for work done under a Somali KSA will need to pass an assessment in order to be considered proficient. Bilingual pay: This position receives an additional 4% premium on all hours worked, because of the fluency in the Somali language. Primary Responsibilities Include: Schedule appointments for the program providers, including mental health, addiction services, case management, and the SNAP outreach program for clients, including speaking clients in English or Somali language. Primary point of contact for clients and other visitors, including greeting clients in-person and on the telephone to include clients who are speaking English or Somali. Provide information and assistance in directing clients to services in English or Somali and as needed, confirm appointments, and make reminder telephone calls. Proactively monitor client wait time. Provide interpreting services as needed by clients in English or Somali to effectively communicate with clients. Follow up on client concerns and take actions and/or refer to appropriate resources that are culturally specific to clients request and needs. Ability to handle a fast-paced environment and unexpected situations. Plan and organize the Mercado and food distribution events, to serve clients including speaking clients. Exhibit cultural competence, when speaking and interacting with native speakers of other languages. May serve clients who speak Spanish, Somali or other languages. Provide excellent customer service. Organize and coordinate activities. Organize Mercado and enter client information on the computer. Take meeting minutes as needed. Keep program providers informed of schedule changes and monitor daily schedules for appointment accuracy. Obtain and/or verify client demographics and information using appropriate databases. Update enrollments and accounts in ServicePoint. Create and update forms, brochures, signs, and other community resources and materials to serve our clients and community. Conduct client's satisfaction surveys in both English and Somali to reach our community. Advanced knowledge in preparing information and data for moderately complex program reports using Google suite, Microsoft Word, Tracking Sheets, Creating Surveys, Flyers, and Outreach Materials. Create and implement tracking spreadsheets, including but not limited to rental, utilities, food or other referral tracking spreadsheets, program surveys, databases, Servicepoint, and program client (virtual) file rooms; schedule client appointments; use staff schedule templates Provide administrative support for one or more managers or assigned staff. Equivalent to the completion of the twelfth grade; AND One (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position.
