Animal Control Officer

This is a full-time position within the City's Neighborhood Services Department. The individual in this role is responsible for enforcing local animal-related ordinances as well as applicable animal health and welfare laws under the Texas Health and Safety Code. The position involves field and administrative work related to public safety, animal control, and rabies prevention. This includes responding to service calls, investigating bite incidents, managing animal impoundments, issuing citations, educating the public on responsible pet ownership, and ensuring compliance with all relevant state and local regulations. Reporting relationship: Senior Animal Services Officer. Examples of work include: responding to service calls regarding stray, injured, or aggressive animals; enforcing state and local animal control laws, codes, and ordinances; investigating animal bite cases and other reported injuries; conducting investigations into animal cruelty, neglect, abuse, noise complaints, and bite incidents; coordinating with prosecutorial agencies and local veterinary clinics to follow up on complaint investigations and promote ordinance compliance; humanely euthanizing animals when necessary due to injury, illness, or suffering, in accordance with legal and ethical standards; assisting with daily shelter operations, including cleaning, sanitization, and animal care support as needed; ensuring animals receive minimum care requirements including adequate food, water, shelter, and medical treatment; responding to emergency and after-hours calls during assigned on-call shifts; communicating effectively with the public, suspects, and complainants; preparing, maintaining, and organizing reports, records, and statistical data in accordance with departmental procedures; coordinating with other agencies as needed to support investigations and public safety efforts; adhering to the City's Personnel Rules, attendance policies, and assigned work schedules; being able to lift up to 50 lbs. unassisted and safely handle animals and equipment; being subject to 24-hour recall, emergency operations center (EOC) duties, and holiday or weekend shifts; and performing other duties as assigned. Knowledge, skills, and abilities include: willingness and ability to learn state and local animal control laws, ordinances, and regulations; ability to learn and apply knowledge of animal behavior, safe handling, and humane capture techniques; veterinary knowledge preferred but not required; ability to identify signs of animal neglect, abuse, or illness and take appropriate action; strong investigative skills; ability to safely and humanely euthanize animals; effective verbal and written communication skills; excellent interpersonal skills; ability to interpret and enforce laws and ordinances consistently and impartially; basic computer literacy; organizational and time management skills; ability to work independently and as part of a team; physical ability to lift up to 50 lbs unassisted, restrain animals of various sizes, and perform fieldwork safely; willingness and ability to work flexible hours. Education, experience, or certification required: high school diploma or GED required; must obtain Euthanasia Certification within 6 months of hire; must obtain Animal Services Officer Certification Testing within 6 months of hire; 10 yearly CE credit hours to maintain certification; conflict resolution or customer service experience. Preferred: familiarity in veterinary medicine, or related field; veterinary technician certification or coursework; public outreach experience.
