Job Overview
This position reports to the Pool Section of the Plan Review Program in the Environmental Health Division. To provide administrative and secretarial assistance to the manager of an administrative section or to the supervisor of a complex work group.
Minimum Qualifications

Receive, review, approve or deny applications and requests for program services; make initial eligibility determinations; contact applicants for additional information and clarification as required; explain reasons for ineligibility, program regulations and requirements, and available remedies.
Screen the supervisors calls, assessing the relative importance of each call; respond to requests for information; defuse irate clients/callers who may have been referred by lower level staff; take detailed messages concerning issues of significance to the agency; schedule and attend meetings with external entities; prepare agendas and Board of Health action items; transcribe and distribute written summaries or minutes.
Coordinate communications between the supervisor and other professional and administrative staff both within and outside the work unit; receive and relay sensitive information related to District activities, personnel and clients; provide explanations regarding established policies and procedures.
Act as the lead for a unit of lower level administrative support personnel who perform duties representative of the Administrative Assistant II level; plan, organize and oversee the activities and operations of the office or unit; establish and implement procedures and desk manuals; perform the most complex assignments and resolve issues and problems referred by staff or the supervisor; train and assist in the evaluation of performance of assigned personnel; ensure completed work products meet required timelines and standards of quality and quantity.
Prepare reports which summarize financial and statistical information related to the work units budget, accounts, activities, program clientele and operations; advise management of unusual trends, funding levels and expenditures; assist with budget development by compiling information to support projected expenditures in specific areas such as operating costs or travel costs.
Maintain and monitor financial and statistical information related to agency accounts, travel, licenses, grants programs and activities, revenues and expenses; ensure data is current, complete and accurate.
Create spreadsheets including formulas to organize, display and summarize data, facilitate analysis and identify interrelationships; prepare special reports for other agencies and external entities.
Prepare a variety of report information; record and calculate mileage totals; record and tally attendance totals.
Act as a receptionist; answer the telephone and wait on the general public; take messages and deliver to appropriate staff member; provide information on departmental policies and procedures as required.
Schedule client appointments; prepare and send appointment reminder cards; maintain and update appointment books; pull and compile charts needed for daily appointments; prepare new charts as necessary.
Type, proofread and review a variety of documents and forms including agendas, reports memoranda; transcribe from machine recording; identify discrepancies, resolve problems.
Enter a variety of departmental data into a computer terminal; retrieve data as requested; operate printer and other computer peripherals.
Receive, sort and distribute incoming and outgoing mail.
Perform a variety of record keeping duties such as filing and maintaining ledgers, logbooks and bookkeeping records; enter updated materials as required.
Compile information and data for statistical and financial reports; maintain a variety of statistical records; check and tabulate statistical data.
May operate a cash drawer to receive funds; issue appropriate receipts; count and balance cash daily.
Operate a variety of office machines including a fax machine, photocopier, adding and calculating machine, computer terminal, postage scale and postage-metering machine.
Maintain general office supplies; reorder as necessary.
Perform related duties and responsibilities as required.
Required Documents/Assessment Information In addition to the knowledge and abilities required at lower levels: Knowledge Of Functions and operation of an administrative office and/or program area. Modern office procedures, methods and computer equipment. Principles and procedures of filing and record keeping. Business letter writing and basic report preparation. Basic principles and procedures of bookkeeping. English usage, spelling, grammar and punctuation. Basic math.
Ability to: Provide administrative assistance and secretarial support to a section supervisor with responsibility for multiple programs and functions Interpret and apply complex rules, regulations, policies and procedures to specific problems and situations Analyze problems and develop creative solutions Train and oversee the work of lower level staff Develop and implement production goals, work performance standards and specific processes and procedures required to complete projects and ongoing assignments Receive and respond to inquiries involving complex and sensitive issues which directly impact section staff, operations and activities Research and investigate complex questions and issues requiring the review and consideration of historical data, current developments and probable outcomes Compose effective correspondence, training materials, summaries and reports, proposals and recommendations and other written materials Compile and analyze records, and descriptive information from forms, applications, spreadsheets, and other materials Learn operational characteristics and activities of assigned program. Coordinate communications with other work groups, both within and outside the District Perform simple mathematical calculations. Type, transcribe recorded information and enter computer data at a speed necessary for successful job performance. Receive inquiries and resolve complaints from staff and program clients. Operate standard office machines and computer equipment. Understand and follow oral and written instructions. Communicate clearly and concisely, both orally and in writing. Proficiently complete internet research assignments. Establish and maintain cooperative working relationships with those contacted in the course of work.
Training and Experience Guidelines Training Graduation from high school or equivalent education. Associate degree preferred.
Experience Three years of progressively relevant work experience with a minimum of one year of experience as a District Administrative Assistant II preferred. Must be proficient in Microsoft Word and Excel, with basic competency in Access. Typing speed of 50 words per minute required.
Selection Process In order to be included in this class a Senior Administrative Assistant must either lead, plan and coordinate the clerical activities and operations of a major program such as Information Technology, Health Education and Promotion, Epidemiology, Emergency Medical Services or serve as the designated assistant to a supervisor of a complex work unit in Nursing or Environmental Health. Positions in this class are staffed by competitive examinations.
