Overview
Non-exempt (compensatory and/or overtime eligible); full-time; 40 hours per week; 7:00 a.m. – 4:00 p.m.; full-benefits.
This administrative position within the Office of Procurement & Contracting is responsible for collecting, analyzing, and reporting on procurement actions, solicitation responses, and contract awards. The role requires strong organizational skills, autonomy, and attention to detail, as well as analytical abilities to support procurement decisions and process improvements. Additionally, this position involves maintaining accurate records and documentation, ensuring compliance, and contributing to a collaborative team environment.
This position works with our Procurement Analysts in the preparation for solicitation, solicitation process, proposal/bid award, Agreement preparation, and contract performance period to ensure that accurate and specific data is collected in a way that it can be compiled and analyzed for reporting. Supervision is received from the Director, Procurement and Contracting.

- Collection and entry of data to support Office of Procurement & Contracting initiatives
- Oversee data collection efforts and Procurement Analyst entry of data to ensure accuracy and to support solicitation and award program goals
- Enter, analyze, and report on statistics of vendor solicitation interest, response, and award for all procurement efforts
- Train personnel on data collection and entry
- Participate in audits of various vendor response data collection
- Assist in determinations of means and methods of collecting procurement data to support local and small business initiatives
- Prepare monthly reports; generate documentation to accompany statistical reports
- Provide reporting analytics for both internal and external review; ensure up-to-date and accurate reporting for all data points
- Assist in waiver determination when appropriate
- Provide support for the Procurement Analysts in data collection and reporting
- Perform monthly program review and make recommendations for goal setting
- Ensure entries are complete, accurate and in compliance with rules and regulation
- Provide back-up support for administrative staff and other positions when needed
- Communicate with consultants in program process, data collection efforts, and progress of analysis
- As needed, develop and provide training to staff and provide support during project planning
- Perform various other duties as assigned

- Associate’s degree
- Minimum 3 years electronic organizational performance analysis or data analysis work experience
- Intermediate skills in Microsoft Excel

KNOWLEDGE / SKILLS / ABILITIES:
- Knowledge of records management initiatives, data collection procedures, and best practice record keeping practices
- Knowledge of governmental procurement and contracting
- Knowledge of local, state, and federal regulations relating to security and privacy
- Knowledge of departmental structure, organization, procedures, and practices of government, particularly with respect to collection, indexing, maintenance, and utilization of data in manual and automated systems
- Ability to effectively organize and manage office functions including budget preparation and management, personnel selection, training and evaluation, preparation and maintenance of statistical data and reports, etc.
- Ability to apply critical thinking skills in analyzing data, trends and patterns to spot problems and interpret their significance
- Ability to accurately compile, analyze, and present statistical reports and data
- Strong clerical and record-keeping skills, including the ability to accurately perform basic math and financial functions
- Ability to accurately compile and prepare statistical data and reports
- Ability to effectively access and utilize Microsoft 365, e-mail, spreadsheet and other systems and equipment, and to learn new software as it is required
- Ability to manage various assignments; and plan, organize and prioritize workload and schedules to meet Office needs
- Strong and effective spoken and written (English) communication skills, including the ability to effectively proof-reading/verification skills with strong attention to detail and to clearly explain policies and procedures
- Ability to effectively present program training to small groups of government personnel
- Ability to work with confidential matters and sensitive/personal information and maintain appropriate confidentiality
- Ability to develop and maintain effective working relationships with co-workers, vendors, system users and the general public
- Ability to effectively organize work, determine priorities and complete assigned duties with minimal supervision
- Ability to independently collect, analyze, and report data insights, serving as the primary source for analytics-driven decision-making.

- Experience working in procurement or contracting
