This is a continuous filing exam. Next filing cut-offs are at 5:00 pm on: 9/29/25, 10/14/25, 10/27/25 (final). Level I - $4,388.28 - $5,333.08/month. Level II - $4,663.17 - $5,668.92/month. Collection Services Agents Level I/II serve the residents of Sacramento County by assuring the fair and accurate collection of debt owed to County Departments and others. Incumbents engage in the identification of debts owed, assessment of debtor ability to pay, negotiation of repayment plans, pursuit of legal enforcement measures, and tracking of actual collection results. Knowledge of specific procedures, rules, regulations, and laws governing collection of debts and enforcement of debt collection. California statutes concerning the collection of delinquent accounts and legal actions that may be required, such as Small Claims Court actions, real property liens, wage garnishments. Interviewing techniques which allow full collecting of information while maintaining the dignity of the debtor. Computer systems used in the collection of debts. Arithmetic calculations. Ability to work well in a team environment with shared goals. Learn a wide variety of collection types and procedures. Flexibly, yet forcefully, negotiate with debtors. Think rapidly while properly and accurately collecting debts. Effectively manage workload based upon organizational and team goals and priorities. Train others in various aspects of collections. Communicate clearly verbally and in writing in English at a level necessary for satisfactory job performance. Effectively contribute to the County's and Department's goals and objectives. Deal courteously with the public, sometimes under very emotionally trying conditions. Audit, construct and adjust financial records. Perform skip-tracing functions. Use tact and courtesy in working with the general public and representatives of other agencies. Analyze and evaluate statements and information, draw logical conclusions, and make decisions. Establish extended payment contracts. Interpret, understand, apply, and explain, rules, procedures, and policies. Make individual decisions as to the most effective legal actions that may be applied to individual cases. Prepare and file legal documents with the court. Appear in court as a representative of the County in various types of forced collection actions, interview effectively, research and analyze options, and make appropriate decisions at a level commensurate with the complexity or difficulty of the account.
