Overview Flow Monitoring Data Analyst – King County, WA. This position supports the Wastewater Treatment Division (WTD) and its Flow Monitoring and Analysis (FM&A) work group in collecting, analyzing, archiving, and reporting portable flow meter data and maintaining monitoring equipment for the CSO Control Program, long-term CSI projects, regulatory reporting, and construction/inspection activities within the WTD wastewater collection system. The role may involve working independently and as part of a Flow Monitoring team, and occasionally making decisions with minimal guidance on flow meter installations and data quality issues.
About The Role This role conducts and coordinates the collection, review and analysis, archiving, and reporting of portable flow meter data, and maintains monitoring equipment to support regulatory and project needs. You will work with leads, project managers, operations staff, and external partners to ensure data quality and timely reporting.
About The Team The FM&A Work Group monitors WTD’s conveyance system to provide reliable flow data for management and upgrades. You will collaborate with FM&A staff, project managers, planners, modelers, and operations staff to ensure data supports capital and operating needs. Key projects include capacity assessment, hydraulic modeling and calibration, CSO quantification for NPDES reporting, and supporting various programs such as Sewer Heat Recovery, MOD, and CSI.
Responsibilities Collect, review, and analyze portable flow meter data. Perform QA/QC on flow data and finalize data for submittal and reporting. Ensure data is properly managed in databases.
Support collection and analysis of pump station flow and rain gauge data.
Assist FM&A field crews with troubleshooting data quality, maintenance, and telemetry issues.
Assist in flow meter installations and site calibrations, including on-site visits with field staff.
Review existing flow monitoring SOPs and guidelines and develop recommendations for improvements and new processes. Interface with vendors and manufacturers regarding hardware and software issues.
Prepare service and maintenance requests for field crews. Create work orders in CMMS (e.g., Mainsaver) and prepare flow monitoring KPIs for reporting on a monthly, quarterly, and annual basis.
Coordinate with WTD project managers, planners, modelers, and operations staff to align flow-monitoring efforts. Provide technical expertise and data to WTD staff and external clients as needed. Represent the FM&A work group on internal and external planning groups and project teams.
Experience, Qualifications, Knowledge, Skills Qualifications You Bring Strong understanding of hydraulics related to flow measurement and flow monitoring methods, including installation, verification procedures, data analysis for calibration, trends, patterns, and outliers.
Proficiency with computers and software for word processing, spreadsheets, databases, and data analysis/presentation.
Ability to follow standard processes for routine data processing and preparing data for review and audits.
Self-motivated to maintain data and process standards within the flow monitoring group.
Excellent oral and written communication skills; ability to work with staff at multiple levels.
Strong attention to detail and ability to manage multiple tasks and meet deadlines.
Ability to collaborate with a diverse group of individuals and stakeholders, including coworkers and management.
Preferred Qualifications Technical competence across flow monitoring, including site investigations, meter installation, field verification, data collection, data analysis, and reporting; ability to inspect and approve installations and identify deficiencies.
Working knowledge of sewer inspection, testing, monitoring, and O&M of a water or wastewater system.
Working knowledge of CMMS (e.g., Mainsaver, Maximo).
Working knowledge of GIS (e.g., ArcGIS).
Knowledge of current flow monitoring and reporting practices for long-range programs within WTD.
Training/certifications in First Aid/CPR, Confined Space Entry, and Flagging/Work Zone Traffic Control.
Working Conditions Remote and onsite work from a home location with 3–4 days per month onsite at South Treatment Plant, 1200 Monster Rd SW, Renton, WA 98057.
Full-time, 40-hour work week, exempt from OT under FLSA.
