Open until filled. Location: San Diego City College. Position Number: 00120651. Schedule: Monday–Friday 8:00am–4:30pm; hours may be adjusted to meet department needs. Responsibilities

Direct the Bond Program Coordination function, including oversight of bond program administration, post‑issuance compliance, and financing structures. Coordinate construction project accounting, cost tracking, and management of large‑scale bond‑backed capital initiatives. Ensure compliance with applicable laws and codes, including California Education Code and Public Contract Code; oversee procurement, contracting, and reporting activities. Lead multidisciplinary teams, mentor staff, and foster a high‑performing work culture; contribute to strategic planning and alignment of bond objectives with organizational goals. Develop clear reports, presentations, and policies; communicate effectively with diverse stakeholders (faculty, administration, contractors, community members, board members). Oversee regulatory and legal compliance related to bonds and related activities; monitor and report on program progress and outcomes. Commit to equitable, transparent, and ethical processes in all bond program activities. Qualifications

Understanding of public bond programs, including issuance, post‑issuance compliance, and financing structures. Experience with construction project accounting, cost tracking, and managing large‑scale bond‑backed capital initiatives. Familiarity with California Education Code and Public Contract Code. Proven ability to manage multidisciplinary teams, mentor staff, and foster high‑performing work cultures. Track record in strategic planning, aligning bond objectives with organizational goals. Outstanding written and verbal communication skills; ability to write clear reports, presentations, and policies. Skilled in engaging diverse stakeholders (faculty, administration, contractors, community members, board members). Ability to oversee legal and regulatory compliance, including procurement, contracting, and reporting. Commit to equitable, transparent, and ethical processes. At least 3 years in leadership or supervisory roles overseeing teams, programs, or cross‑functional initiatives. Demonstrated cultural competency and sensitivity to diverse backgrounds of community college stakeholders. Application and Conditions
