Paragon Professional Services is currently seeking a qualified Human Resources Generalist for El Paso Processing Center, El Paso, TX. The Human Resources Generalist will ensure EPSPC and all PPS operations follow ACA, PBNDS, and local ICE policy.
Essential Duties & Responsibilities
- Advise employees and managers on benefits, compensation, recruitment, and policy interpretation; educate on HR policies and performance development, emphasizing their role in achieving organizational goals.
- Assist in recruitment and staffing; update job descriptions; screen applicants; organize qualified pools of applicants for referral to hiring managers; advise applicants on the hiring process; assist with reference checks and interviews; guide new employees through training; assist in compensation calculations for new hires.
- Assist with scheduling of temporary staffing resources through staffing agencies.
- Assist in the creation of reports, metrics, decisions, and results of the department in relation to established goals.
- Work with key leaders on HR projects and objectives; partner with other departments to continually improve processes and service.
- Lead specific projects or initiatives to ensure timely and accurate completion.
- Maintain the HRIS system to organize and analyze information; compile and analyze data; prepare and process reports and administrative records; monitor employee retention.
- Create and update policies, procedures, and processes to ensure efficient operations and regulatory compliance.
- Audit HR processes and practices; identify, research, and resolve problems; coordinate policies with organizational goals.
- Assist in development and maintenance of affirmative action programs, EEO-1 and VETS100 reporting, and maintain records to conform to EEO regulations.
- Coordinate new employee orientation to foster positive attitudes toward organizational objectives.
- Administer company drug programs including DOT and Non-DOT random testing; coordinate with drug testing provider for pre-employment tests; reconcile drug testing and background check invoices.
- Act as a back-up for various HR positions as needed.
Qualifications
- Five (5) or more years of progressive experience in Human Resources across several functional areas.
- Knowledge of federal and state employment laws, processes, and procedures; familiarity with federal contracting and OFCCP.
- Must obtain and maintain a Federal Public Trust Clearance T-1 or T-2.
- Must be able to pass and maintain all physical requirements for the position.
- Bachelor’s Degree in a relevant field.
Preferred
- Professional in Human Resources (PHR) certification.
- Experience with HRIS data management, preferably Deltek CostPoint.
- Experience in a union environment.
- Experience working with or knowledge of Alaska Native culture.
Other Requirements
- As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, obtain the appropriate clearance levels and access to relevant facilities.
