About PACE

Philanthropists Gary and Mary West founded West Health with the mission of enabling seniors to successfully age in place with access to high-quality, affordable health and support services that preserve and protect their dignity, quality of life, and independence. The Gary and Mary West PACE (Program of All-inclusive Care for the Elderly), affiliated with West Health (www.westhealth.org), is a non-profit that delivers medical, social, and behavioral services to the frail elderly to the North County of San Diego. This PACE center is entrepreneurial in nature and focuses on innovations and bringing new processes to the traditional PACE environment.

One Team One Mission

The Human Resources Generalist is responsible for assisting with the day-to-day coordination of Human Resources processes, programs and initiatives. Under the direction of the HR Director, the HR Generalist is responsible for supporting a variety of human resources activities, including, but not limited to: recruiting, benefits administration, implementation and coordination of policies and procedures, employee on-boarding/exit, records management, employee relations, payroll, and general operations and administration.

The HR Generalist will be responsible for confidential and time sensitive material in an environment where professionalism, competence, communication skills, discretion and confidentiality are of paramount importance. This individual will have the ability to use practical judgment and analysis to resolve problems and make recommendations.

Position Summary

The Human Resources Generalist is responsible for assisting with the day-to-day coordination of Human Resources processes, programs and initiatives. Under the direction of the HR Director, the HR Generalist is responsible for supporting a variety of human resources activities, including, but not limited to: recruiting, benefits administration, implementation and coordination of policies and procedures, employee on-boarding/exit, records management, employee relations, payroll, and general operations and administration.

The HR Generalist will be responsible for confidential and time sensitive material in an environment where professionalism, competence, communication skills, discretion and confidentiality are of paramount importance. This individual will have the ability to use practical judgment and analysis to resolve problems and make recommendations.

Essential Functions

  • Assist with administration of benefit plans and processes, including day-to-day issues, annual open enrollment, retirement planning, leave of absence administration, worker\'s compensation, UI claims, and COBRA.
  • Provide front line customer service to employees at all levels; answering inquiries and directing issues to upper management as appropriate.
  • Maintain necessary documentation regarding student, volunteer, and/or contracted personnel and training, as required per the PACE regulations.
  • Ensure maintenance of employee personnel files, including additional requirements under PACE regulations. Ensure all required documents are up to date in personnel files by conducting frequent audits.
  • Assists in the creation and implementation of compliance-related policies and procedures for the HR Department.
  • Collaborate with the HR Director to complete HR related projects such as team training, employee handbook, position description and competency revision and/or creation, etc.
  • Compile and prepare data in relation to and preparation of EEO reporting/plan requirements, as well as ACA reporting annually.
  • Working with Sr. Staff Accountant, assist with processing bi-weekly payroll, including new employee set-up, PTO, expense reports, benefits, etc. Serve as back-up as needed.
  • Serve as a resource and back-up to the HR Specialist position in recruitment and on-boarding procedures.
  • Support the on-boarding and off-boarding process to track and manage devices, uniforms, access rights, etc.
  • Serve as chair to the Safety Committee.
  • Works closely with the HR Director in coordinating staff events and/or other engagement opportunities, takes part in Employee Engagement Committee meetings.
  • Complete OIG Exclusion/Preclusion checks on a monthly basis.
  • Provide overall HR compliance support by conducting internal review and audits regularly. Provide reports/findings with the HR Director in a timely manner.
  • Supports HR Director to conduct employee engagement surveys.
  • Other activities and projects as requested by management.

Non-Essential Job Functions

  • Responsible to perform all duties and responsibilities in a manner that complies with the mission and values of the organization.
  • Attends and participates in staff meetings, in-services, projects, and committees as assigned.
  • Adheres to and supports the center\'s policies, practices, and procedures.
  • Is flexible in schedule of hours worked.

Education and Certification

  • Associates degree in Human Resources or Business Administration, Bachelor\'s degree preferred
  • Original valid driver license with proof of auto insurance.

Skills and Experience

  • Minimum of (4) years of HR Generalist or HRBP experience, preferably with a not-for-profit and/or healthcare organization.
  • PHR and or SCP certification desired.
  • Proven ability in administering HR policies and procedures.
  • Demonstrated skills and working knowledge of health plans and benefits administration.
  • Proficient in use of HRIS system and MS Office. Previous I-Solved experience a plus.
  • Knowledge of California labor laws.
  • Experience processing payroll a plus.
  • Professional written/oral communications.
  • Positively interacts with all employee levels.

Medical Clearance

Employees must have medical clearance for communicable diseases and up-to-date immunizations before having direct participant contact.
