CAREER DESCRIPTION: HUMAN RESOURCES ADMINISTRATOR
Salary may be negotiable within the range listed above, based on position requirements and successful candidate’s qualifications, subject to appropriate authorization. A hybrid work schedule may be available for this position. OPEN TO THE PUBLIC. This recruitment will establish an open eligible list. This list may be used to fill current and future HR Administrator positions. This eligible list may be used to fill positions in similar and/or lower classifications throughout the County of Orange.
The Opportunity
HRS is seeking talented HR professionals for the position of HR Administrator. Incumbents are expected to perform advance, complex, technical, and professional level work requiring a high degree of initiative, independence, discernment, oral and written communication skills, critical thinking, and the ability to successfully manage and de-escalate adverse situations. While primary assignments typically focus on a specific HR area, some positions may function more as HR Generalists. Key responsibilities include, but are not limited to, the following:
- Disability and Absence Management: Applying state and federal laws to disability cases. Overseeing the administration of disability leaves, reviewing stay at work and return to work efforts, and conducting interactive process meetings.
- Employee Relations: Conducting investigations into alleged employee misconduct, and/or poor work performance, preparing discipline documents, developing, and interpreting policy, and serving as an advisor to agencies/departments on performance management issues.
- Employee Records and Transaction: Interpreting employee contracts and state/federal leave laws and serving as an advisor to agencies/departments on employee records management issues. Handling employee records and transactions that impact employee salary and benefits from hire to retirement.
- Equal Employment Opportunity (EEO): Investigating EEO-related complaints; providing guidance and consultation on EEO-related issues to agencies/departments; and acting as a liaison for the County in responding to complaints from state/federal compliance agencies.
- Classification and Compensation: Analyzing jobs to establish position classification structures, and conducting desk audits, classifications, and salary market surveys.
- Recruitment, Assessment, and Talent Acquisition: Consulting with hiring managers on methods and strategies to attract qualified candidates. Conducting job analyses, developing, and determining appropriate assessments, establishing pass points, and facilitating selection processes.
- Benefits and Wellness: Managing and administering employee and retiree benefit programs, ensuring compliance with laws and contracts, overseeing vendors, and supporting strategic improvements in benefit offerings.
Desirable Qualifications
The ideal candidate will possess more than four years of significant human resources experience performing the job duties described in one or more of the areas listed above. A Bachelor’s degree or higher in Human Resources, Public Administration, Business Administration, or a related field is highly desirable and may be used to substitute for experience. Professional certifications such as Professional in Human Resources (PHR) or IPMA-HR Certified Professional are highly desirable but not required.

Recruitment Process
Human Resource Services (HRS) will screen all application materials for minimum and desirable qualifications. After screening, candidates who meet the minimum and desirable qualifications will be referred to the next step in the recruitment process. Online Assessment | (100% Weighted): Candidates who meet minimum qualifications will be invited to participate in one or more job-related assessments. Candidates will be notified of their test date and access code, if applicable. Based on the Department’s needs, the selection procedures listed above may be modified. Eligible List | Score Groups: Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
