Job Summary Newberry Group seeks a detail-oriented and collaborative
Data Management Engineer
to lead efforts in standardizing business terminology, developing a USDA master data dictionary, and designing common data workflows across mission areas and program offices. This role is essential to advancing USDA’s data governance maturity, improving interoperability, and supporting data-driven decision-making across the Department.

Clearance/Certifications Ability to obtain Public Trust clearance – U.S. citizenship required
Key Responsibilities:
Standardize business terminology across USDA programs by identifying inconsistencies, aligning definitions, and promoting shared understanding across business areas. Develop and maintain a USDA master data dictionary that serves as the authoritative source for business terms, data elements, and metadata across systems and agencies. Collaborate with cross-functional teams, including data stewards, program analysts, and IT specialists, to ensure consistent data usage and interpretation across USDA entities. Design and document common data workflows that streamline data collection, integration, and reporting processes across multiple USDA teams and systems. Facilitate stakeholder engagement through workshops, working groups, and one-on-one sessions to gather input, build consensus, and drive adoption of standardized practices. Support USDA’s data governance initiatives, including metadata management, data quality standards, and stewardship frameworks. Map legacy or program-specific terminology to standardized definitions to support modernization, system integration, and enterprise reporting. Ensure compliance with federal data standards, USDA data strategy goals, and applicable privacy and security regulations. Required Qualifications:
Bachelor’s degree in information systems, Data Science, Computer Science, or a related field. 3+ years of experience in data management, data governance, or enterprise data architecture. Demonstrated experience developing data dictionaries, glossaries, or metadata repositories in large or federated organizations. Strong understanding of data modeling, data lineage, and workflow design. Excellent communication and facilitation skills, with the ability to engage both technical and non-technical stakeholders. Experience working in or with federal agencies, preferably within USDA or similar mission-driven environments. Preferred Qualifications:
Familiarity with USDA data systems, programs, or mission areas. Knowledge of federal data standards (e.g., FDS, OMB Circular A-130, Evidence Act). Experience supporting enterprise data strategy or modernization initiatives in the public sector.
