Overview

We are seeking an experienced Business Analyst to support the Florida PALM (Planning, Accounting, and Ledger Management) project, a multi-year initiative to modernize the state’s financial management systems. The BA will work across multiple business units to perform business and systems analysis, document requirements, and support testing and quality assurance.

Primary Responsibilities

• Research and understand business processes and their inter-relationships.
• Document and diagram business/system processes and dependencies.
• Analyze impacts on business systems related to PALM implementation.
• Facilitate joint analysis workshops with stakeholders.
• Gather and document requirements as user stories in Azure DevOps.
• Manage backlog and work items in Azure DevOps.
• Coordinate with development and QA teams.
• Develop test plans, test cases, and oversee quality assurance.
• Perform reviews of deliverables for compliance with standards.

Required Education

• Bachelor’s or Master’s in Business Administration, Communication, Information Systems, or related field (or equivalent experience).

Required Experience & Skills

• 5+ years of Business Process Analysis and Systems Analysis.
• Proficiency with process mapping/modeling tools (e.g., Visio).
• Strong skills in Microsoft Office Suite (Excel, Word, PowerPoint).
• Proficiency in SQL queries and data analysis.

Desired Experience & Skills

• Experience with Microsoft DevOps (user stories, backlog management).
• Technical background in IBM Mainframe, distributed, or cloud environments.
• Knowledge of data migration, change/release management, testing, and QA tools.
• Agile project experience and use of Azure DevOps for requirements/backlog.
• Knowledge of Florida Project Management Rule 60GG-1 and PMBOK principles.
• Advanced use of SharePoint, Teams, Excel, Power BI, and MS Project.
• Certifications such as CBAP (Certified Business Analysis Professional) or CSM (Certified Scrum Master).
• Strong facilitation and stakeholder management skills.
• Analytical thinking and problem-solving ability.
• Flexibility and adaptability in a dynamic environment.
• Team collaboration and leadership.
• Focus on quality assurance and compliance.
