Manhattan Strategy Group Description Manhattan Strategy Group (MSG), a leading management consulting firm, is seeking a strategic and experienced Deputy Project Director for an upcoming opportunity to lead and manage the full spectrum of program delivery, contract operations, and resource oversight for the Substance Abuse and Mental Health Service Administration (SAMHSA) Behavioral Health Services Information System (BHSIS) contract. This role combines program leadership, project oversight, and financial management to ensure data collection and reporting about behavioral health service delivery and programs aligns with SAMHSA’s objectives. Serve as the backup to the Project Director and secondary point of contact to SAMHSA stakeholders on all aspects of contract execution, performance, and progress reporting. Establish and maintain effective communication with government stakeholders, acting as a thought partner and trusted advisor to the Project Director and client about project operations, resolving issues as they arise, and adapting resources, timelines, and mitigation strategies as needed. Provide leadership for cross-functional teams supporting data collection, IT, quality assurance, research, evaluation, reporting, dissemination, and technical assistance support. Project and Task Oversight
Coordinate planning, execution, and close-out of all BHSIS tasks. Collaborate with Project Managers and Task Leads to define and track work requirements, identify and allocate staff and resources, and monitor quality. Ensure all deliverables meet quality, timeline, and cost standards while supporting the programmatic and administrative goals of the agency. Monitor project risks and develop mitigation strategies in coordination with stakeholders. Operational and Financial Management
Manage contract-level operations including budgeting, financial reporting, procurement, labor tracking, and asset management. Oversee the development, implementation, and adherence to standard operating procedures, including staff onboarding and training, deliverable development, timeline management, contract reporting, quality control, and communication protocols. Implement and maintain business tools and controls to ensure cost justification, compliance, and audit readiness. Prepare and present financial and operational performance reports for leadership and government partners. Ensure activities comply with federal regulations and financial practices. Required Qualifications
Bachelor’s degree in Behavioral Health, Public Health, Epidemiology, or related field. Minimum of 10 years of professional experience, including: 7+ years in program or project management within a federal contracting environment. 4+ years managing a federal contract with at least $10 million annual budget and 30 FTE staff. Experience leading multidisciplinary teams on complex technical or research contracts, adhering to quality assurance and schedules. Strong background in staff management, contract compliance, reporting, and resource planning. Excellent leadership, communication, problem-solving, and stakeholder management skills. Preferred Qualifications
Master’s degree or professional certification (e.g., MPH, PMP). Experience supporting SAMHSA or working with national behavioral health datasets (N-SUMHSS, NSDUH, TEDS, MH-CLD, URS, BRFSS, YRBSS), or the Treatment Locator. Experience overseeing large federal efforts, including quick turnaround requests. Experience helping government and public optimize online data use. Strong research skills, including quantitative analysis using R or other software, data visualization, and GIS. Why Join Us?
