Heavy Equipment Landfill Operator
General Statement of Duties
This position performs a variety of duties including operation of heavy equipment, trash collection and disposal operations and other duties related to the operation of the County Transfer Station.
Classification Summary
The Elmore County Transfer Station Equipment Operator performs the daily operating duties of the County Transfer Station, routine maintenance, and operation of the equipment. This position is responsible for the collection, maintenance, and documentation of all operational records pertaining to rubbish haulers and waste disposal services. This position requires tact and diplomacy in handling complaints and dealing with the public. Employee is responsible for accuracy of cash handling, charge systems, daily balance reports, collecting fees, and for ensuring that rules and regulations regarding dumping are followed. Employee will follow Landfill guidelines to determine the type and amount of charge to be levied on incoming loads and will prepare fee tickets for vehicles entering the Transfer Station. Employee will communicate with contracted hauling service company to handle the removal of waste transfer bins. Employee will maintain a clean and neat facility and yard. Employee will demonstrate an effort to improve operations of the Transfer Station. The work is performed under the general supervision of the Transfer Station Supervisor in accordance with established procedures and routines.

Essential Duties and Responsibilities:
- Opens and closes Transfer Station according to posted schedule.
- Directs incoming vehicles to proper dumping areas; identify and document residency in Elmore County.
- Operates Heavy Equipment in a closed in small area loading trash into a semi-trailer
- Maintains records of Station operations, schedules the delivery and removal of storage containers, and arranges for final disposal all other refuse at the Transfer Station.
- Prepares recyclable products for shipment and removal from site.
- Collect disposal fees as necessary.
- Assesses disposal fees and accounts for all fees by receipt; reports and deposits all fees collected on a scheduled basis.
- Performs routine maintenance of equipment used at site.
- Maintains appropriate and separate containers of materials for recycling.
- Explains Transfer Station procedures to general public.
- Monitors cargo to prohibit disposal of prohibited materials.
- Manages disposal of hazardous materials.
- Keeps the facility clean and well-maintained.
- Maintain gravel roads in and around the site for ease of access and safety.
- Assists with snow plowing/removal operations when required.
- Responds to customer questions/comments in a courteous and timely manner.
- Performs all work duties and activities in accordance with County policies, procedures, and safety practices for the public and employees at the Transfer Station including the utilization of appropriate safety equipment during Transfer Station operations.
- SUPERVISORY RESPONSIBILITIES: This position leads and directs the activities of community service and/or sheriff's labor crew members and provides daily work direction.
- Attends meetings, conferences, workshops, and training sessions as requested.
- Ability to maintain compliance with Transfer Station's local, state, and federal laws and regulations.
- Performs other related duties as required.
Knowledge of:
- General maintenance, upkeep, and safety inspections of standard heavy equipment.
- Potentially hazardous materials and disposal regulations.
- Ground and building maintenance operations include inclement weather periods.
- Using specialized equipment, load safety standards and operation of backhoe and semi-tractor trailers
- Make sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures.
- Follow verbal and written instructions; communicate effectively, verbally and in writing;
- Operate a variety of Transfer Station equipment;
- Multi-task in a fast-paced environment with the skill to react quickly and calmly to events in and around the facility while operating the daily business process;
- Use a personal computer and common software.
- Read, interpret and make sound and reasonable decisions in accordance with current laws, resolutions, ordinances, codes, and contracts;
- Prepare accurate and reliable reports containing Transfer Station information and operate a computer to maintain accurate transfer station records;
- Maintain effective working relationships with other County employees, supervisory personnel, state and local elected officials, and the public;
- Ability to work with the Sheriff's Labor Program and Community Service workers;
- High school diploma or GED equivalency;
- Previous Transfer Station experience or working knowledge and understanding of sanitation practices and procedures preferred;
- Previous experience operating heavy equipment to include, ability to back in/out with tight clearances.
- Valid Idaho Driver's License.
- Must be at least 18 years of age.
- Successfully pass a background check and drug testing.
- Must have, or be able to obtain, a Commercial Driver's License (CDL) within 90 days of employment; must maintain CDL throughout employment.
- Must have the ability to accurately collect payments via cash, check, and credit cards; apply charges to, and apply payments toward, customer accounts; ability to make change for cash payments.
- Regular, predictable attendance, including working weekends.
- Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate in person and by telephone;
